Policy Memo: All Kids Expansion

Summary:

  • Effective July 1, 2006, uninsured children under age 19 may be eligible for All Kids medical benefits regardless of income or immigration status.
  • Provides policy and procedures for children whose family income is more than 200% of the Federal Poverty Level (FPL).
  • Provides a description of the Family Health Plans income expansion called All Kids Premium Levels 2 through 8.
  • Provides policy and procedures for children who do not meet citizenship/immigration status regardless of family income.
  • Provides changes in nonfinancial eligibility factors for children who do not meet requirements for immigration status and Social Security Numbers.
  • Provides a new nonfinancial requirement for children eligible for All Kids Premium Levels 2 through 8 regarding insurance status.
  • Rebate continues to be available to children with family income between 133% and 200% of the FPL.
  • Children who have access to state administered insurance are eligible for Share, Premium Levels 1-8, and Rebate effective July 1, 2006.
  • System changes and special procedures for All Kids will be in place 4/17/06 to ensure children who will be eligible for All Kids July 1, 2006 have the opportunity to get coverage on July 1.
  • The time frame for cancellation for failure to pay All Kids premiums at any level is 30 days for all levels of Premium cases.
  • A new form, HFS 266AK, can be used to verify earnings by a person who is paid in cash.
  • KidCare has been renamed All Kids.
  • Except where specifically stated, this memorandum does not change policy for Family Assist, All Kids/FamilyCare Assist, All Kids/FamilyCare Share, All Kids/FamilyCare Premium Level 1, All Kids/FamilyCare Rebate, or Family Health Spenddown.
