Enter only one TAR for each case. Select the TAR that best describes the reason why the unit applied for benefits.
Opening Due to Significant Change in Income or Assets
The loss or decrease in income or assets may be the primary cause of needing benefits, even though the income or assets may only have met a part of the unit's total needs.
Regard a change in income or assets as significant, only if the amount of the reduction or loss is substantial in relation to the amount of the benefit payment, or for FHP, to the need for medical. The loss of need-based income, such as an assistance payment (public or private), is not a significant change in income or assets. Use TARs 85-89 for cases transferred from another assistance program.
If the need for benefits was caused primarily by a significant change in the unit's income or assets, use one of the following TARs.
