MR #05.33: Food Stamp Work Sanction System Changes

Summary:

  • Obsoletes Policy Memorandum of 10/04/05
  • System changes are effective 10/17/05.
  • AIS screens are being changed so if a nonexempt person quit a job, reduced work hours to less than 30 per week, or refused a job offer, only that person is ineligible for FS. Currently the system prompts a denial of the whole FS unit.
  • Adds new TAR 76 to use with TA 31 to impose a work sanction for a person when the case remains eligible.
  • Adds new denial TAR A6 to deny food stamps when a person's work sanction makes the whole case ineligible for food stamps.
  • Adds new cancellation TAR 98 for category 08 cases ineligible due to a work sanction. Use TAR 97 with TA 31 to cancel FS for other categories.
  • Adds new Item 80 code 242 FSWS which contains the RIN of the person sanctioned, the effective month and year of the sanction, the length of the sanction, and the reason for the sanction.
  • Use of Item 80 code 242 allows new central Notice of Change - Food Stamp Work Sanction (Form 157F) to be sent and the information passed to a new central tracking system.
  • Establishes a new central tracking system, Food Stamp Work Sanction Inquiry System, available in the PACIS menu, PF13.
  • Allows information to be added and changed in the Food Stamp Work Sanction Inquiry System (requires authorization).
