Information provided on SDX is matched monthly against the CDB.
AABD
For a client who matches with SDX information:
- (System) Adds to Form 552:
- SSI amount for the month before the SDX match,
- status of SSI amount, and
- indicates central budgeting in Item 93.
- (System) Sends Form 157C to the client.
- (System) Generates "IM Change: Notices Issued Centrally, Intake Notices Issued Centrally" listing all clients sent Form 157C.
- (FCRC) Review the client's eligibility due to the change in the SSI benefit amount. Update the case record as needed.
- If nonexempt income is sufficient to meet the client's needs after the SSI increase, decide medical eligibility. SWAP the case if eligible for medical. Cancel the zero grant case if not eligible for medical. Establish a case if the client is still
eligible for food stamps.
- If the client receives other nonexempt income and SSI, a change in the SSI amount may also indicate a change in the amount of other income being received. If needed, contact the client to verify income being received.
When SDX information does not match the client's information on the Client Database, the system excludes the client from SSI central budgeting with one of the following exclusion codes:
- 1 -No valid SSN on CDB (includes no SSN)
- 2 -SSA/PCU is working on the case
- 3 -No usable SDX information received
- 9 -Cash case centrally budgeted, but FS case not centrally budgeted because of exclusion code.
Exclusion Code 5 - Client no longer receiving SSI
When SDX shows a client is no longer receiving SSI, Code 691 in Item 90 is not deleted for Category 01, 02, and 03. The case is excluded from central budgeting by central entry of exclusion code 5 in the REMARKS section. The system generates a monthly
listing entitled "SDX indicates this case(s) is no longer receiving SSI". The list includes:
- case name,
- case address,
- effective month/year, and
- caseload within local offices.
Within 30 days of receiving the list:
- Decide if the client is eligible for AABD, TANF, and/or FS.
- Figure the amount of current and future income.
- Revise food stamps to reflect change in benefits, if needed.
- Delete code 691 and the amount from Form 552.
SSI Amount Differs from Amount Centrally Budgeted
If a client reports they are receiving SSI that is not centrally budgeted (no Income Code in Item 90), or they are receiving an amount that differs from the amount that is centrally budgeted, and there is no SSI exclusion code:
- Check both SDX and SOLQ information.
- If SOLQ confirms the client's statement, use the verified SSI amount to determine the client's cash and food stamp benefit amounts.
- If SOLQ does not confirm the client's statement, request proof from the client.
- Issue a correction of underpayment, if appropriate.
- If SDX indicates no benefit, or the incorrect benefit amount for continuing months, complete Form 1925 and forward to SSA/PCU.
- Attach the SOLQ information or other documentation provided by the client to Form 1925.
- SSA/PCU excludes the client from central budgeting for the SSI benefit.
- Correct the amount in code 691 on Form 552 to budget the amount actually being received by the client.
- When the benefit amount shown on SDX agrees with the amount the client is actually receiving, notify SSA/PCU so the exclusion code can be removed and the SSI benefit can again be centrally budgeted.
Food Stamps
If SDX information matches with the client information on the Client Database, the system:
- Prints a message in Item 93 of Form 552 showing action has been taken centrally.
- Enters the SSI amount in code 691 and adjusts Item 80 unearned income, if appropriate.
NOTE: The SSI amount on SDX is entered even when the amount shown on Form 552 is different from the amount on SDX. The Family Community Resource Center cannot change the centrally entered amount.
- Completes a turnaround Form 552.
If SDX information does not match with the client information on the Client Database, the client is excluded from central budgeting for the SSI benefit.
For a client whose SSI is excluded from central budgeting, the system prints the exclusion code in Item 93 of Form 552 and budgets the code 691 income that is shown in Item 90.
- Verify client's SSI status.
- Correct budgeting, if appropriate.
- Use Form 1925 to notify SSA/PCU of the SSI status.
- Attach SSI benefits verifications.
Exclusion Code 5 - Client no longer receiving SSI
When SDX shows a client is no longer receiving SSI, code 691 in Item 90 is not deleted for food stamp cases. The case is excluded from central budgeting by central entry of exclusion code 5 in the REMARKS section.
