State New Hire Match
All states are required to maintain a registry of new hires which includes the employer name and address, employer's Federal Employer Identification Number (FEIN), employee name and address, and Social Security Number. The date of hire is requested but is not required to be provided. Salary/wage information is not provided.
In Illinois, employers are required to report information about persons that they hire to the Illinois Department of Employment Security (IDES) which maintains the state New Hire Registry.
DHS conducts a weekly exchange of data between the New Hire Registry and the current Client Data Base (CDB) for active and suspended clients. When there is a match, the information in the New Hire Registry prints on a weekly list. For active clients, a central notice is sent, requesting that verification of wages be provided within 10 days.
Family Community Resource Center staff follow up on the information provided on the list to ensure payment accuracy.
National Directory of New Hires (NDNH) Matches
The National Directory of New Hires (NDNH) collects information on new employment, unemployment benefits and quarterly wages. Illinois conducts matches for each type of information with the NDNH for TANF cases and SNAP cases.
New Hires
All states relay information on new hires to the National Directory of New Hires (NDNH). The NDNH provides information on wages paid by out-of-state employers, and by federal agencies which do not report directly to individual state registries. The NDNH identifies income of responsible relatives who live out of state, or who are employed by a federal agency.

When there is a match, the information in the National Directory of New Hires prints on a monthly list. Unemployment Benefits
NDNH data files include a match on out-of-state Unemployment Benefits. TANF and SNAP customers receiving UI from another state are identified on quarterly reports. Information from the NDNH data files is matched against information in the Client Data Base. The FCRC is responsible for reviewing the information on the report and determining whether UI benefits are budgeted appropriately.
Quarterly Wages
The NDNH data files include a match on wages being received in another state. TANF and SNAP customers receiving wages from another state are identified on quarterly reports. The FCRC is responsible for reviewing the information on the report, verifying the wages received in another state, and determining whether the wages are being budgeted correctly.
