  1. Open Meetings Act
    1. These meetings will be subject to the Open Meetings Act.
    2. A copy of the agendas and meeting minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
  2. Call to Order/Approval of Minutes
    1. Meeting called to order at 9:05am by Stacie Kemp.
    2. Motion made by Jason Holcomb to approve the 10/15/25 meeting minutes. Nicole Weathersby seconded the motion. Meeting minutes were approved via roll call for 10/15/2025.
  3. Members Present: Stacie Kemp, Heather Butler, Jason Holcomb, Deanna Cada, Nicole Weathersby, Dane Johnson, Danielle Angileri, Jonathon Larson, Brandon Lieber, Joan Lodge, Mary Trujillo, Bridgette Maurino, Brittany Carls, and Elizabeth Russell.
  4. State Updates:
    1. Mandatory training for Boards and Commissions
    2. Open Meetings Act (OMA) (required by 5 ILCS 120)
    3. Ethics Training for State Employees and Appointees (required by 5 ILCS 430)
    4. Harassment and Discrimination Prevention Training (required by 5 ILCS 430)
    5. Security Awareness Training (required by 20 ILCS 450)
    6. HIPAA and Privacy Training (required by IDHS policy to comply with various Federal/State privacy & HIPAA Acts)
    7. Diversity, Equity, and Inclusion Training (required by Executive Order 2021-16)
    8. LGBTQIA+ Equity and Inclusion (required by Executive Order 2021-16)
    9. Mandatory Training TA
    10. Slides can be sent out for those that wish to have them.
  5. Behavioral Health Crisis Hub Updates
    1. Things to remember: Website Sunset
    2. As of November 1, 2025, DBHR is retiring the following website: IDHS: Mental Health Open Meetings - 2023 - 2026. All scheduling and information related to CESSA will continue to be posted in accordance with OMA guidelines on the appropriate CESSA webpages listed below:

    4. DeKalb is finishing theirs at their next meeting in the first week of December, so they will have it done before the December meeting

    7. It would be interesting to hear if there has been something created in your subregional committees that you may not have had knowledge about or may have been done by another entity that's not involved with the RACs.
