Pre-Employment Transition Services (Pre-ETS) Availability by County

Pre-ETS provide an early start to career exploration. These services are available to students with a disability. A student with a disability in Illinois is defined as one who will be at least 14 and not older than 21 years of age or fall under Public Act 102-0172 which extends eligibility to the end of the regular school year for students whose 22nd birthday falls within a regular school term. There are five required Pre-ETS that can be provided. Services are individualized to meet the students unique needs. Some are contractual services provided by schools and community parterns, others are provided directly by Division of Rehabilitation Services (DRS) Vocational Rehabilitation (VR) Counselors.

Contractual Services Descriptions:

Early Start Pre-Employment Career Training Program: A contract type that provides the five required Pre-Employment Transition Services to students with a disability. This is only for those students who are potentially eligible, meaning they are between the ages of 14-21, or fall under Public Act 102-0172; are in an education program; and have documentation of a disability. Students do not move through to full eligibility for VR services. They can remain in this category until they no longer meet the criteria for a student with a disability.

Pre-Employment Career Training (PECT) Program: A third-party cooperative arrangement (TPCA) contract type with school districts that provide the Pre-Employment Transition Services to students with a disability. Services can be provided to both potentially eligible students and those who have gone through eligibility for VR services.

Specialized Pre-Employment Career Training Program: A contract that provides the Pre-Employment Transition Services to students most often at a therapeutic, behavioral, or day school. All schools must be recognized by Illinois State Board of Education. Some small rural schools also hold this contract type.

DRS In-House Services Descriptions:

VR counselors provide any of the five Pre-ETS which are individualized and based on the needs of the student. Services are available statewide.
