IMHPAC: Child and Adolescent Subcommittee Approved Minutes: 10/09/2025

  1. Welcome/Roll Call-Members present-Michelle Churchey-Mims, Chris O'Hara, Amy Starin, Ray Connor. Public participants-Tracy Cooper
  2. Approval of Minutes Amy Starin motioned, Ray Connor seconded, unanimously approved
  3. New Business-Introduction of new members of DBHR team. Victoria Range-Carr is the new Mental Health Block Grant Administrator and supervisor to Mary Torricelli. Mary has been assigned to a liaison role to the IMHPAC Full Council and it's subcommittees to provide support with regard to function of meetings, which may include things such as maintaining the minutes, sending out meeting invites, etc.
  4. Old Business/Updates-Reviewed priorities and determined which areas to continue as priorities.
    1. Increase awareness of and access to PracticeWise and support PracticeWise training. Kept as priority
    2. Provide mechanisms to fund behavioral parent training interventions in traditional and non-traditional child serving settings. Kept as priority
    3. Increase access to flex funds. Not active-to revisit in 6 months
    4. Support access to web and app based SEL resources. Discontinue as this priority is covered by other initiatives
    5. Support outcomes measurement using change sensitive client focused measures that can be electronically/automatically scored. Kept as priority-to review with our stakeholders to understand needs and whether there are resources that are currently used/available. Don't want to increase administrative burden by adding more during this time.
    6. Create mechanisms to fund outreach & engagement expenses. Not Active-to revisit in 6 month
    7. Provide mechanisms to fund dedicated supervision time for the purpose of enhancing the confidence and competence of the CMH workforce. Kept as priority
  5. Review of next steps-Members will ask for feedback from their networks about Priority E to determine whether to keep as a priority.
