  • Call to Order - Scott called to order at 2:02 pm

  • Approval of March 12, 2025, Minutes - Approved by Ron - Seconded by Matt - All Approved
  • Block Grant Updates
    • DHS Outpatient Fitness NOFO - Awards to be announced post July 1st. NOFO required reapplication of existing providers and will expand contracted agencies.
    • HB3572 passed both houses. Mandates Misdemeannats to Outpatient Restoration unless courts find threat of harm to self or others due to mental illness or no outpatient treatment is available. Also allows for permissive diversion programs.
    • Outpatient Commitment Priority was submitted to DHS for potential inclusion in eth next Block Grant plan. Development of the next plan will begin in July/August and new goals and objectives will be established at hat time. The committee will meet with DHS to work collaboratively on the plan.
    • The Mental Health and Juvenile Justice Program is operating as expected with no current concerns.
  • CESSA Pilot Program Updates - Committee Member Jesscia Gimeno provided a recorded PPT presentation with CESSA updates. The Presentation was played for meeting attendees.
  • Presentation: DHS Statewide Deflection Initiative - Matt Grey, Criminal Justice Administrator of DHS SUPR presented on the statewide initiative.
  • Federal Funding Updates - Scott mentioned the Second Chance Act, Justice and Mental Health COLLABORATION Grant, and Drug Court Grant funding for 2026 is projected flat in eth Presient's budget but other justice and behavioral health hline items have been reduced. As Medicaid funding is still in flux, the committee will need to monitor activity.
