Approval of Previous Meeting Minutes (Erin Condon)

  • Approval of minutes from June 26, 2025
    • Bobby Van Bebber made a motion to approve the minutes; Brent Reynolds seconded the motion
    • Members voted to approve: Rachael Ahart, Jessica Gimeno (designee for Candace Coleman), Justin Houcek, Brent Reynolds, Cindy Barbera-Brelle, Allie Lichterman (designee for David Albert), Bobby Van Bebber, Pete Dyer

State Updates (Allie Lichterman)

  • CESSA legislation did pass the House and Senate; is awaiting signature from the Governor
    • Pushes final implementation date to July 1, 2027
    • Creates protocols for interaction between law enforcement and our mobile crisis response teams during transport/commitment
  • Federal government is ending the LGBTQIA+ line for young people starting July 17
    • Acquiring data about call volume for the subnetwork
    • Preparing/talking with providers to continue confidential, culturally competent, affirming care for the LGBTQ community
  • No questions from the Subcommittee

Pilot Updates (Cindy Barbera-Brelle)

  • Total Response
    • Continuing to meet regularly since February 1 launch; upcoming evaluation of existing pilot data in relationship to the risk matrix
  • Priority Dispatch
    • Pilot underway since April 1 launch; pilots to continue in the next few months
  • APCO
    • Preparing to kick off August 1
    • Convened second meeting with three pilot PSAP sites on July 8th
    • Convened first meeting with MCRT sites
    • Discussed upcoming APCO pilots with Centerstone

FY 2026 Planning (Dr. Mary Smith)

  • Planning for the year is being fleshed out; many of the tasks below will begin/continue in July
  • Compiling pilot data, conducting analysis, providing and soliciting recommendations for feedback
  • Ongoing work on the Interim Risk Level Matrix (as pilot data comes in); Subcommittee will have opportunity to provide feedback
  • CESSA rollout: Internal meetings/ongoing conversations with Statewide 911 Administrator, DPH, and DBHR; strategizing to bring more sites on board; will get feedback from this Subcommittee throughout the process

Next Meeting Dates

  • Meetings are held virtually 2:30-4:00 PM on the first and third Thursdays of each month starting in August, unless otherwise noted.
  • Note: There may be requests to schedule additional meetings over the summer as discussed at the last State Advisory Council Meeting
  • July 17 is a conflict for many people and regularly scheduled meeting is cancelled; second July meeting must be rescheduled
    • Options: 7/28, 12-1:30; 7/29, 11-12:30; 7/29 2:30-4
    • Erin to send poll to indicate availability
    • Brent Reynolds: Due to the APCO conference, will not available for any dates

  • None

Public Comment

  • Kathleen McNamara: I am not sure if this is the appropriate Subcommittee for this question. I know we have been looking at the survey for law enforcement administrators and police social workers. What is the status on that survey?
    • Cindy Barbera-Brelle: I think it is undergoing internal review, so not quite ready to send out. We were going to get your input, so I suspect we may see that sometime next week.
    • Kathleen McNamara: Will you be sending that over to Eileen and me to look at before it goes out?
    • Cindy Barbera-Brelle: Yes, I think we were going to give you an opportunity to look at it.
    • Kathleen McNamara: Thanks. As I mentioned, we will be at out summer meeting of our police social work organization, between 90-100 folks. In our update, we will say that the survey is being worked on. Do you have an idea of when it will actually go out?
    • Cindy Barbera-Brelle: I would say that it should be out before the end of the week, giving us an opportunity to complete the review, get your comments and then get it sent out.
