WAG 19-07-06
A SNAP household in Mid-Point Reporting status must:
- report when their gross monthly income exceeds the Gross Monthly Income Standard for the
household size: and
- Note: The change must be reported by the 10th day of the calendar month after the calendar month that income exceeded the Gross Income limit.
- For example, gross income exceeded the limit for 08/26 the household must report the change by 09/10/26.
- complete the SNAP and TANF Mid-Point Report when it is received. Must answer all questions and report any changes in circumstances related to the questions asked on the form (PM 19-07-07; and
- report when they receive a substantial lottery or gambling winning as a cash prize of
more than $4,500 won in a single game:
- at REDE;
- Mid-Point Report; and
- by the 10th calendar day of the month after the month that the income or winnings are received during the certification period. A Mid-Point-Reporting household cannot wait until the Mid-Point Report or REDE to report the receipt of substantial lottery or gambling winnings. See PM 07-04-21.
Changes Required to be Reported
When the household reports a required change, review the effect of the change on the household's eligibility and benefit amount. Request verification(s) of the required reported change (if necessary).
For income related changes, consider the date the first payment is received (as a result of the change), as the date the client learned about the change. If the income belongs to a new member, the household must report if the income of all those who are in the household exceeds the Gross Income Standard for the household size that the household was originally notified.
Whenever there is a change in the number of members in a SNAP household, a Redetermination Fact Sheet is centrally sent informing the household of its new Gross Income Standard for the household size and to report changes of income for SNAP.
Note: Any information received that's verified upon receipt and does not require additional verification should be acted on within 10 days of receipt.
Unclear Changes not Required to be Reported
Unclear changes received during the certification period which are not required to be reported and do not present significantly conflicting information from that used to determine eligibility at the time of certification, must be postponed until the next REDE or MPR, whichever comes first. FCRC staff should complete a detailed case comment detailing the postponed information, see WAG 18-04-03 for examples.
Note: Unclear changes which are postponed are not considered to be successfully reported by the customer.
Address Change
Mid-Point Reporting households are not required to report an address change. If the household reports an address change or if an address change is received as a result of being reported to the Illinois Department of Healthcare and Family Services (IDHFS) medical programs, then the worker must act on the reported change (if it is clear and verifications are not needed). If the customer is reporting in person or over the phone, a worker should ask if shelter costs (housing and/or utility costs) changed due to the address change and update the case accordingly.
If the new shelter costs are not received and either of the shelter costs CS/CD entries in IES do not match the CS/CD for the new address, a batch generated SNAP Courtesy Notice will be sent to the customer for them to provide their shelter expenses. The customer is not required to return the form or provide the requested information but Illinois Department of Human Services (IDHS) is required to send this form. A worker should not otherwise request verification of information on changes that a Mid-Point Reporting household is not required to report.
Note: When a residential address is reported as being out of state, update the address and cancel the case, see PM 03-02-03 for residency requirements.

Note: If a reported change makes a case exempt from Mid-Point Reporting, remove the case from Mid-Point Reporting status at the next REDE.
