CESSA - Region 1 Committee Meeting Approved Minutes 04/16/2025

  1. Open Meetings Act
    1. These meetings will be subject to the Open Meetings Act
    2. A copy of the agendas and meeting minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
  2. Call to Order/Approval of Minutes
    1. Meeting called to order at 9:05am by Stacie Kemp.
    2. Motion made by Joan Lodge to approve the 3/19/25 meeting minutes. Deanna Cada seconded the motion. Meeting minutes were approved via roll call for 3/19/2025.
  3. Members Present: Stacie Kemp, Jason Holcom, Deanna Cada, Nicole Weathersby, Dane Johnson, Danielle Angileri, Brandon Lieber, Joan Lodge, Mary Trujillo, and Brittany Carls.
  4. State Updates:
    1. New staff hired at
      1. Allie Lichterman, DMH Crisis Community Programs Administrator
        1. Overseeing the programs that comprise the behavioral health crisis continuum in the state which includes MCRT programs and 98
      2. Federal Funding New
        1. SAMHSA announced that there would be a termination of certain federal grant funding effective immediately
          1. Those terminated were the American Rescue Plan Act (ARPA) funds/COVID mitigation funds that were helping to fund the 590 contracts. Due to a Temporary Restraining Order, these funds are once again to the states under the TPR.
      3. CESSA bills SB2500 and HB36
        1. Passed through the Senate
        2. Extends implementation through July 1, 202
      4. 988 March Answer Rate as of 3/28/2
        1. 91.5%
  5. Action Items and OMA Training
    1. Action Item
      1. All votes must be by roll call
      2. Action items must have a motion and second by appointed members to be voted on
      3. Adjournment is an action and therefore needs a motion, a second, and a roll call voted on
      4. OMA Training
        1. All RAC members must complete annually
        2. Send certificate of completion to Melissa
  6. Total Response Pilot Updates
    1. All 9 pilot sites officially launched as of late February, continuing to meet weekly with the UIC Behavioral Health Crisis Hub and the Statewide 911 administrator
    2. Pilot Activities:
      1. Troubleshoot and problem solve implementation issues
      2. Working with the Total Response Implementation Team and the UIC Behavioral Health Crisis Hub Data Manager to refine data collection processes and trouble-shoot reporting issues
      3. Reviewing case studies and hypothetical scenarios to enhance training opportunities.
  7. Priority Dispatch Updates
    1. Pre-Test began with four sites March 3; completed March 31st.
      1. Weekly meeting
      2. Finalized and tested updates to IT systems
      3. Tested creation of reports and reporting
    2. The Pilot launched April 1st
      1. 3 sites ready to go on 4/1
      2. 7 sites ready to launch within a few weeks
      3. 1 site has an undetermined launch date
  8. APCO Update
    1. Completed review of protocols and recommended changes to protocols
    2. Discussed reporting needs with the vendor
    3. Confirming sites - will likely be four for both the pre-test and pilot
    4. Winnebago is eligible to participate in the pilot but have not confirmed
  9. CESSA Communications Updated
    1. In progress: Updating FAQ content on the IDHS Division of Mental Health website
    2. In progress: Stakeholder - specific flyers addressing changes under CESSA
      1. Individual flyers are being created to target and inform
        1. Law enforcement
        2. EMS/fire
        3. 911 telecommunicators
        4. Community service providers
        5. The general public/advocates
  10. Subregional Committees
