FEDERAL SNAP ANNOUNCEMENT

Updated 11/06/2025:

IDHS SNAP Recipients:

On Nov. 6, the federal court in Rhode Island ordered the federal government to pay full SNAP benefits. The Trump Administration has already filed an appeal. We await further guidance from the federal government and the courts. Illinois stands ready to issue full benefit payments.

In the meantime, this month, the Trump Administration has decided to provide significantly reduced November SNAP benefits.

  • Illinois SNAP customers will begin receiving partial November benefits Nov. 7 through Nov. 20.
  • Those who are regularly scheduled to receive benefits Nov.1 through Nov. 6 will receive partial benefits over the next six days, with Nov. 1 benefits loading on Nov. 7, Nov. 2 benefits loading on Nov. 8, etc.
  • Customers who ordinarily would receive their SNAP benefits on Nov. 7 or later will receive a partial benefit on their regular date.
  • Due to the USDA changing their guidance on partial benefits late on Nov. 5, some customers may receive an additional partial benefit payment after their first, scheduled dates.
  • NOTE: For some customers, the federal administration's requirements will leave them with no benefit for November.

Benefits left on cards from previous months can still be used.

IDHS will keep customers updated on this evolving situation. SNAP information and food resources are available here: SNAP Federal Impact Center

Providers:

The federal shutdown will not impact current IDHS providers through November 2025. Please continue to provide services and operate as usual. While we anticipate there may be delays due to federal employees being furloughed during the shutdown, we understand that regularly scheduled payments will continue to be issued. If you have specific questions about your grant-funded program, please contact your grant manager.

Frequently Asked Questions (FAQs):

The National Association of Councils on Developmental Disabilities has compiled a list of Frequently Asked Questions that shares the basics of what you need to know about protecting your benefits when accepting gifts. Some are shared below, full list on their website (linked above).

  • What does this mean for my benefits?
    • On November 01, 2025, scheduled SNAP payments were not issued. Any funds that were already available on EBT cards are still accessible until further notice. A reduced benefit is expected to be issued for the month of November, but the payment date has not yet been determined. Learn more and stay updated through the IDHS SNAP Federal Impact Center.
  • Can I accept help getting food without it interrupting my SSI or other government benefit(s)?
    • You can seek temporary food assistance from places such as:
      • Local food banks or pantries
      • Faith-based organizations or nonprofits providing groceries or prepared meals
      • Friends or family who buy food and give it to you (without giving you money)
      • If you receive cash, checks, or gift cards, that money may count as income or assets under federal benefit rules. Consider keeping documentation of any gifts or food received during this time. If you are asked later how you survived without SNAP, you can show proof that food was given to you.
  • Where can I find financial relief as a federal employee?
  • Are IDHS Offices open while the Federal government is shut down?
    • ?Yes. Currently, the federal shutdown is not impacting CCAP, WIC, Medicaid, Early Intervention, and TANF through November 2025 for current IDHS customers. These regularly scheduled benefits will continue to be issued, and our offices will remain open and ready to assist you. Find your local office in the IDHS Office Locator.
