Why do federal government shutdowns affect SNAP benefits?
SNAP benefits have always been funded by the federal government and are handled by the U.S. Department of Agriculture (USDA).
Unless the USDA uses available emergency funding to pay these benefits or President Trump and Congress reopen the government or otherwise pay for SNAP, nearly 2 million Illinoisans receiving SNAP benefits will have their benefits impacted.
How will the federal government shutdown affect my November SNAP benefits?
Right now, the USDA has announced there will be no new SNAP benefits as a result of the federal shutdown, starting Saturday, Nov. 1. IDHS is monitoring the situation and will keep you updated on its website.
Can I still use my Link card on November 1st?
Yes. Even on Nov. 1, when no new benefits will be going out for the month as a result of the government shutdown, if you have any unused prior benefits, those can still be used.
Will my October and previous SNAP benefits be affected by the government shutdown?
October SNAP benefits were sent out as usual and on time. If you were approved for SNAP in October through October 29, you will still get your October benefits. Any unused SNAP benefits from before November will still be on your card.
When will November SNAP benefits be issued?
IDHS does not know when November SNAP benefits will be issued. It depends on when the federal government makes the funds available. IDHS will update SNAPfederalimpact.illinois.gov as soon as we receive updated guidance from the federal government. Once SNAP funding is provided, it could take a few days to issue benefits.

Are there any restrictions on using my SNAP benefits during the federal government shutdown?
No, your EBT/Link card will work as usual, and you can use any remaining pre-November SNAP benefits at all authorized retailers and farmers markets.

Can I apply for SNAP during the federal government shutdown if I do not already receive benefits?
Yes. Applications for SNAP will continue to be accepted. However, if you are approved for SNAP during the federal government shutdown, you may not receive benefits until the shutdown ends.
Will the federal government shutdown affect other Illinois benefits or services in November?
Currently, the federal shutdown is not impacting WIC, Medicaid, Early Intervention, CCAP, and TANF through November 2025 for current IDHS customers. These regularly scheduled benefits will continue to be issued, and our offices will remain open and ready to assist you. IDHS is monitoring the situation and will continue to provide updates.
