State Updates (Cindy Barbera-Brelle)

  • CESSA legislation (Illinois Senate Bill 2500) did pass and will go to the Governor's office; legislation would 1) create parameters for behavioral health workers interacting with involuntary commitment and 2) extend CESSA implementation deadline to 2027
  • Friendly reminder to register for upcoming Behavioral Health Crisis Continuum Forum (via Zoom, 6/11, 6/18, 6/25) and to share this information with colleagues

Pilot Updates (Cindy Barbera-Brelle)

  • Total Response
    • Weekly meetings with PSAPs continue
    • Bi-weekly meetings with Centerstone and MCRT continue
    • Will plan to meet throughout summer to encourage continuity of protocol use
  • Priority Dispatch
    • Update on Pilot Initiation
      • Seven sites have launched
      • Three additional sites planned launch date is end of June (update after Monday June 2 meeting)
    • Weekly meetings with PSAPs continue
    • Bi-weekly meetings with Centerstone and MCRT continue
  • APCO
    • Will be meeting with the three pilot sites in early June
      • Smaller group of pilot sites because there are only 15 APCO sites across the state
    • Planned pilot launch August 1
    • PSAPs and MCRTs participating in the pilot:
      • RAC #1, Winnebago County, Rosecrance (primary) and NYAP (secondary)
      • RAC #7, Justice Police Department, Metropolitan Family Services
      • RAC #9, Tri-Comm (Kane County), Association for Individual Development (AID) and Ecker

Questions from the Committee (Cindy Barbera-Brelle)

  • Jessica Gimeno: How many Total Response pilots do we have?
  • Cindy Barbera-Brelle: We have 9 Total Response, 9 Priority Dispatch, and 3 APCO pilot sites because they are smaller with only 15 locations statewide and many of those locations are relatively new.
  • Jessica Gimeno: Tying this back to the Tech Subcommittee, is there a way to know the total number of calls received?
  • Cindy Barbera-Brelle: We haven't asked them to provide that. So, you're talking about any calls, correct?
  • Jessica Gimeno: Yes, any calls.
  • Cindy Barbera-Brelle: We can get that information and we need to bring that back. Actually, the Total Response team was doing that out of the gate, and we didn't push it as much with Priority Dispatch, but we need to do that. When we do the kickoff with APCO, we will require it, so in any given week, we can know how many total calls did you have, and how mental health related calls did you have that were transferred to 988 or not. We will do a better job of gathering that information.

  • Meetings are held virtually 2:30-4:00 PM on the first and third Thursdays of each month, unless otherwise noted.
  • Proposed Rescheduled Dates:
    • June 26, 2025 (from June 19)
    • July 10, 2025 (from July 3)
  • Jessica Gimeno: July 10 might not work for me, but the other date will.
