Policy Memo
Summary
- This Policy Memo provides information on changes to the Mid-Point Report (MPR) processing procedure for SNAP cases.
- Clearances, including The Work Number, should now be run in the Integrated Eligibility System (IES) on all Mid-Point Report forms received on or after 10/01/2025.
- The Electronic Case Record (ECR) should be reviewed for all relevant documents and verifications and appropriate action must be taken on the SNAP cases.
- Unclear information and/or information that directly conflicts with what is reported on the Mid-Point Report must be followed up on by the Family Community Resource Center (FCRC).
- Mid-Point Report forms received on or after 10/01/2025 that have all the questions answered "No" and with valid signatures will now be systematically routed to the Mid-Point Report queue and IES will create a Mid-Point Report task for the worker to process the Mid-Point Report.
Clearances and Electronic Case Record (ECR)
Clearances, including The Work Number, should now be run on all Mid-Point Report (MPR) forms received by the Illinois Department of Human Services (IDHS) on or after 10/01/2025.
The ECR should be reviewed for MPR forms completed and returned by the SNAP household along with any additional documents the household submitted with the MPR. In addition, the ECR should also be reviewed for any documents submitted during the certification period that include unclear information that was not required to be reported during the certification period. These documents must be reviewed and any appropriate changes should be made to the SNAP case. See, PM 18-04-03/WAG 18-04-03.
All required changes should be made to the SNAP cases based on the information verified in the clearances and in the ECR.
Customer Contact and Verification Checklist (VCL)
Additional worker action must be taken if information received via the clearances and/or the ECR is unclear or directly conflicts with what is reported on the Mid-Point Report. Customer contact via phone can be utilized to gather more information regarding unclear or conflicting information. If necessary, a Verification Checklist (IL444-0267) should be issued to the SNAP household requesting required verifications. This includes if the information reported on the MPR, verified via the clearances, or found in the ECR is questionable.
Note: If verification of an expense is requested and not provided, SNAP eligibility and benefit amount is determined without allowing a deduction for the expense which was reported but not verified.
No Change Mid-Point Reports and IES Changes
Effective 10/01/2025, Mid-Point Report forms (MPRs) (IL444-2890) that contain valid signatures and are returned timely with no changes will no longer be systematically processed in IES as a No Change MPR. Instead, Mid-Point Report forms received on or after 10/01/2025 with all the questions answered "No" and with valid signatures will now be systematically routed to the Mid -Point Report queue and a Mid-Point Report task will be created for the worker to process. The Mid-Point Received Date will be populated in IES on the Mid-Point Report page.
