Individual Provider Seniority Pay

Effective July 1, 2025 HSP will begin paying Seniority Add-on Pay to eligible Individual Providers (IPs). Refer to SEIU CBA (2023-2027)

HSP's Collective Bargaining Agreement with SEIU states:

"Effective July 1, 2025 and upon federal approval, whichever is later, Individual Providers reaching seniority milestones indicated below will receive a rate add-on corresponding with the seniority milestone."

Guidance to the IPs

Eligibility Requirements

  • IP must accumulate at least 10,000 career hours it be eligible for Seniority Pay.
  • When an IP reaches each milestone, the new seniority rate will automatically be added for all future hours paid.

Highlights

  • IPs do not need to do anything to receive this benefit, it will be automatically applied to all hours worked after July 1, 2025, for eligible IPs.
  • Milestones are determined by each IPs' career hours as reported by DRS.
    • IPs can accrue one (1) career hour for every hour worked and paid by DRS
    • Career Hours are calculated by adding all hours worked and paid by HSP during an IP's service as an IP.
  • Seniority pay is calculated by adding the Add-on rate to the service rate for each respective service (including 1.5x for OT).

Frequently Asked Questions (FAQ)

  1. How is Seniority is implemented? What do I need to know?
    • Per the CBA with SEIU, Seniority pay is to be paid to eligible IPs starting July 1, 2025. A copy of the CBA can be found at SEIU CBA (2023-2027). Seniority section found in Article VII, Section 3, "Seniority" which is located on page 10 of the pdf, which is the 7th page of the agreement.
    • All the eligibility and payroll processes of IP seniority are handled automatically, requiring no effort from DRS staff, IPs, or Customers.
  2. If a provider turns in old timesheets from before 7/1/25 are those hours eligible for Seniority pay?
    • No. Hours worked before July 1, 2025, are not eligible for seniority pay.
    • However, hours from late timesheets will be added automatically to the IP's career hours balance.
    • Late timesheet submissions are subject to all HSP Compliance policies, including the OT policy, EVV policy, Service Plan Utilization policy, and the 16-hour policy
  3. Do IPs need to put anything on timesheets to ensure they're paid at the seniority rates?
    • No, the rates are automatically applied, by the system, based on the IP's current Seniority Milestone.
  4. Does the Seniority Add-on rate qualify for Overtime?
    • Yes. If an IP works overtime, both the IP's base rate and Seniority Add-on will paid at 1.5x.
  5. How does an IP dispute their current Seniority Milestone or Career Hours balance?
    • IP should contact their union member services hotline (1-866-933-7348) if they disagree with their milestones or career balances.
  6. What hours count towards an IP's career hours balance?
    • PA, CNA, LPN, RN straight time
    • PA, CNA, LPN, RN overtime
    • IP Travel Hours

  8. What happens when an Inactive IP returns to active service?
    • DRS has calculated and stores the career hours for all IPs, including those who are no longer active. If an inactive IP returns to active services, they will begin accumulating hours on top of whatever balance they currently have.
    • Career balances are not deleted, purged, or reset when an IP is deactivated, regardless of the reason they were deactivated.
