ON THE PASSAGE OF THE FEDERAL BILL
Like many, the IDHS-DDD team is working to understand possible impacts of the federal bill signed into law last week. We look forward to sharing information and discussing with DD stakeholders how we can work together to ensure individuals with I/DD continue to receive critical supports and services.
Below is a statement from Secretary Quintero regarding the bill and the impact to SNAP benefits:
"IDHS is deeply concerned by the recent passage of the Trump Administration's sweeping policy bill. SNAP in Illinois serves as a critical resource for more than 1.8 million individuals and our estimates show that approximately 1 in 5 beneficiaries - 360,000 Illinoisans - could stand to lose benefits.
This is an unprecedented attack on our most vulnerable and the implications will be widespread. No state - including Illinois - is in a position to replace hundreds of millions, if not billions of dollars in federal funding for SNAP that we are now set to lose every year.
There still remain many unanswered questions as to the timing and logistics for these changes and we are still in the process of analyzing the full impacts of the bill. IDHS will also continue to plan around how to mitigate as much harm as possible."
IMPACT PROVIDER REVALIDATION - REMINDER
In accordance with Federal Regulation 42 CFR 455.414, all Medicaid providers are required to periodically revalidate their enrollment information. Division of Developmental Disabilities (DDD) IMPACT Provider revalidations are ongoing and expected to continue for the majority of providers through December 2025.
Providers requiring revalidation will receive automated e-mail notifications to the e-mail on file in IMPACT prior to the assigned due date. It is the provider's responsibility to maintain up-to date contact information within the IMPACT system in order to receive these e-mails. DDD Providers are encouraged to check their revalidation window and take pro-active measures to ensure that revalidations are submitted prior to the assigned due date.
Providers may continue to e-mail DHS.DDDMedProv@illinois.gov following the completion of the revalidation process for expedited modification approval.
Failing to revalidate by the assigned date will result in termination from the IMPACT system causing suspension of payments for the provider. Retroactive Medicaid payments are not being authorized by Healthcare Family Services (HFS) for provider's who fail to revalidate.

ANNIVERSARY OF THE OLDER AMERICANS ACT (OAA) - JULY 14, 2025
This month marks the anniversary of the Older Americans Act (OAA), a landmark law that ensures older adults-including those with intellectual and developmental disabilities (I/DD)-can age with dignity, independence, and support. The Division of Developmental Disabilities (DDD) proudly supports the OAA's mission to promote well-being, inclusion, and quality of life for older individuals. In recognition of this, and as part of the Bridging Aging and Disability initiative, we invite aging and disability providers to complete a brief survey to help us strengthen connections across systems and improve access to services.

FINAL INFORMATION BULLETIN POSTED
The Stabilization Homes (SH) program is designed to provide a temporary alternative community placement for people with intellectual or developmental disabilities who are experiencing a behavioral crisis and are not successfully maintaining their placement in the community or at risk of institutionalization in a state operated developmental center (SODC) accordance with Illinois Public Act 103-0493. DMH AND SUPR MERGE TO CREATE DBHR
IDHS Division of Mental Health (DMH) and the Substance Use Prevention and Recovery (SUPR) have merged effective July 1, 2025 to create Division of Behavioral Health and Recovery (DBHR).
