Approval of Meeting Minutes

  • February 20, 2024, minutes were reviewed.

Bi-Monthly Update on OIG Operations

  • Currently OIG has 85 employees on staff
  • 4 new investigators, 2 office associates for North Bureau, and a TA office administrator IV have been hired
  • Ongoing challenge - staffing, training, and discussion has been had to potentially hire an investigative trainer to set OIG investigators up for success
  • Administrative leave- complaints persist regarding employees placed on administrative leave; a meeting was held with the union president and other directors around the state to address the problem and find possible solutions

Administrative Matters

  • Completion of the SOEI and SSEI compliance documents for board members
  • Inquire whether state employees are mandated to complete training
  • Adopt a calendar for fiscal or calendar year
  • Gov't email issues- reminder email to board members to log into state email account at least once a month within a 30 day period

Other Business

  • Prioritizing safety and the well-being of residents/individuals above the complaints of employees regarding administrative leave (Jae Jin)
  • Rule 50- policy change- if employee is likely to be found not guilty, accused employee may be allowed to return to work pending the investigation
  • In the quest to investigate facility cases the concern is to not leave CILA cases unattended (Greg)
  • What is the hiring process for facilities? Length of time on administrative leave while getting paid for sometimes a very long time. What are the rights of employees? How long do the allegations last? Is there a point where an employee with numerous allegations is terminated? (Saul)
  • What is the audit and review process for unsubstantiated claims of abuse? (Shirley)
  • Suggestion made to step up monitoring for immediate result (Greg)
  • Transition of in individuals from facilities to CILAs (Shirley)
    • Greg shared the date of transitioning individuals
  • Supervisors are not being proactive in their job duties (Angel)
  • Stated that some workers are returned to the same houses with the same residents/individuals after returning from administrative leave (Demetra)
  • Productivity of accused employees (Charles)
  • Submission of cases
    • Employees will be required to work in an administrative function until the investigation is concluded
    • Minimal production- lack of production
  • Database> extension of the OIG database (Charles)
