    1. Quorum approved the minutes from February 18, 2025, and the motion passed.
  4. State & Regional Updates
    1. IDHS received notification from SAHMSA regarding termination of certain Federal dollars, most specifically ARPA. These funds were used for 590, but State was already working on funding plan as they were short term dollars. DMH does not believe this will negatively impact 988 or MCRT, but the full impact is not known yet. Illinois is currently taking part in litigation.
    2. Allie Lichterman - new member of DMH staff, Crisis Community Program Administrator.
    3. Bills to extend & amend language of the CESSA (SB2500 & HB3697): passed unanimously in the Senate and moved to the House. Hope to have updates soon to be able to plan for implementation.
  5. Pilot Updates
    1. Total Response: all 9 pilot sites involved have launched as of later February. Pilot will run for 3 months. Meeting weekly to troubleshoot implementation issues.
    2. Priority Dispatch: Pretested in March with 4 PSAPS. Launched 4/1, 3 sites launched, with the other 7 launching by 5/1 with staggered start dates due to training delays caused by larger numbers of telecommunicators. One additional site had to drop out of the pilot.
      • Currently nobody in the Region is actively participating in the Priority Dispatch. (NWC is working on finalizing trainings before launching, Dr. Jordan will connect with them).
    3. APCO has less users so pilot will only be 4 sites. Protocols have been reviewed and hoping to start as soon as possible.
  6. Town Hall Meeting Feedback
    1. We received great feedback and engagement from our Town Hall event. Many attendees showed interest in participating in SRCs.
    2. Main points of feedback & concern are consistent with RAC's feedback, including concerns around the implementation of CESSA, the lack of communication & consistency throughout dispatch centers.
  7. Subregional Committees
    1. Lt. Rigano is retiring from Elgin PD by end of May. Will continue working in Kane County community mental health & substance use initiatives so he will be able to remain involved in the group. He will connect someone from Elgin PD with the RAC to join SRC for law enforcement and PSAP perspectives.
