SSA BACK AND LUMP SUM PAYMENT REPORTING REQUIREMENTS DRAFT INFORMATION BULLETIN

This DRAFT information bulletin (IB) defines the process for entering unearned income back payments into ROCS. Historical incidents of individuals receiving Social Security or other unearned income lump sums has resulted in a need for clarification on how and why to enter the income into ROCS.

This DRAFT IB is open for public comment through close of business July 9, 2025. To submit comments on this DRAFT IB, please email DHS.DDDComments@illinois.gov. Include "SSA Back and Lump Sum Payment Reporting Requirements" in the subject line.

NATIONAL ALZHEIMER'S AND BRAIN AWARENESS MONTH - JUNE 2025

Some people with intellectual and developmental disabilities (I/DD) may experience symptoms and be diagnosed with Alzheimer's disease earlier in life. Alzheimer's disease is a condition that affects memory, thinking, and everyday activities. The Division of Developmental Disabilities (DDD) is committed to supporting early detection, access to care, and services that meet each person's unique needs. We also recognize and thank the caregivers, families, and community partners who provide vital support every day. HONORING SISTER ROSEMARY CONNELLY, RSM

DDD staff were very saddened to hear of the passing of Sister Rosemary, the former director of Misericordia. "Sister Rosemary was the heart and soul of Misericordia for more than 50 years," said the Rev. Jack Clair, president and executive director of Misericordia. "Her love and guidance helped build a community where hundreds of people with developmental disabilities enjoy living the highest quality of life. Sister's life was a life of faith dedicated to God's promise of eternal life." Our hearts go out to the Misericordia residents, staff, families, and all who were touched by Sister Rosemary's unwavering commitment to inclusion, dignity, and love. She leaves behind a lasting impact that continues to shape a world where all individuals can live a life truly worth living. May her memory be a blessing.

REQUEST FOR APPLICATIONS: STABILIZATION HOMES - APPLICATION DEADLINE JULY 1!

The Division of Developmental Disabilities (DDD) is very excited to announce that our Request for Applications (RFA) for providers to provide Stabilization Services has been posted! As a reminder, there was legislation passed that increased the current capacity of stabilization homes (SH). There are currently 8 short-term stabilization homes. The legislation will add an additional 8 long-term homes and 2 short-term homes. DDD encourages all current CILA providers with expertise in behavioral health supports to consider applying. The deadline for applications will be July 1, 2025.

JUNE HFS IMPACT REQUIREMENT: Facility/Agency/Organization Providers

DDD would like to remind all Medicaid Waiver providers that HFS IMPACT Revalidations are ongoing. We have noted that a large number of Facility/Agency/Organization Providers assigned a revalidation date of June 30th, 2025, have not yet started or have not yet completed this requirement. Failure to revalidate by the assigned due date will result in a suspension in payments (with retroactive payments not authorized by HFS) in addition to potential delays in future payments. If you are unsure of your assigned revalidation date, providers can check their assigned due dates by logging into their IMPACT accounts and checking the 'basic information' page. REMINDER: FY25 LAPSE PERIOD BILLING FOR DDD PROVIDERS AND GRANTEES

Final billing for DDD Grants must be submitted no later than Friday, August 8, 2025, at 5:00PM.

All grant and fee-for-services (FFS) reported through ROCS, as provided below, must be submitted by Monday August 4, 2025, by 5:00PM.

DDD Grants which require Service Reporting through ROCS include:

  • 50D (51A - 51L)
  • In-Home Respite (87D)
  • Residential Respite (89D)

DDD FFS providers which require all State Fiscal Year (FY) 2025 billing and corrected billing to be submitted through ROCS include but are not limited to:

17D, 19D, 31C, 31U, 31V, 32G, 33G, 34G, 34U, 35U, 36G, 36U, 37U, 38C, 38U, 41D, 42D, 50A, 51A - L, 52O, 52P, 52S, 53D, 53E, 53H, 53R, 53S, 53T, 53V, 55A, 55D, 55L, 55N, 55P, 55T, 56U, 57G, 57U, 58G, 58U, 61H, 62H, 63H, 67D, 67E & 67O, 73D, 75H, 75M, 75O, and 75Z.

Billing for 60D CILA only is not subject to this cut off.

At this time, DDD is unsure about the lapse period billing deadline for Hourly Intermittent CILA (Bill Codes 61H, 62H, and 63H), but it should be assumed that these bill codes have the same hard lapse period billing deadline as all other bill codes (other than 60D).

As a reminder, the FFS and Grant Service Reporting must be submitted to ROCS and Grant billing must be received by DDD by the above specified dates. Systems, Application, and Products (SAP) is the State-wide accounting system. All billing must have passed SAP Level 2 approval (Fiscal Services) status by August 15, 2025. Submitting all billings by the above specified dates will avoid the need to go through Court-of-Claims to receive payments.

The dates specified above allow enough time for the billing to be processed through Community Reporting System (CRS) and SAP and make it to level 2 final approval status before the August 15, 2025 cutoff date set by the Department of Human Services (DHS) Office of Fiscal Services to get voucher information to the Comptroller's Office.
