Changes to Illinois Early Intervention Program Administrative Code - Procedural Safeguards and Client Rights 

This notice is to make you aware of the adoption of EI Rulemaking regarding Requests for a Due Process Hearing (89 Ill. Adm. Code 500.140), Mediation (89 Ill. Adm. Code 500.145), and State Complaint Procedures (89 Ill. Adm. Code 500.170). 

Previously, requests for due process hearings, mediation, and complaints for EI could only be submitted via postal mail. With the adoption of this rulemaking, these may now be submitted by postal mail or email. Please note that the regulatory language as well as the forms used for these may take some time to be updated. In the meantime, to prioritize family access, we are beginning to accept requests for a due process hearing, mediation, and complaints via email in addition to mail as of the adoption of this rulemaking on June 5, 2025.
