FY26 DDD BUDGET SUMMARY - Updated 6/12/25

The Division of Developmental Disabilities (DDD) is pleased to share the DDD budget proposals that passed out of the State Legislature before the end of May. While the Budget and Budget Implementation (BIMP) still need to be signed by the Governor, here is what has passed:

  • Direct Support Professional (DSP) and Intermediate Care Facility (ICF) Aid wage increase of $0.80 per hour, with a split of 75% straight across the board pass through to workers and 25% flexible wage increase. This increase is subject to approval of the Centers for Medicare and Medicaid Services for January 1, 2026 implementation. There is also a roll back of 35% of the Community Integrated Living Arrangement (CILA) adjustment factor hours that go beyond the Guidehouse rate methodology.
  • Homebased Services (HBS) budget increase to 105% of 3 times SSI for adults and 2 times SSI for children, proposed in the Governor's Budget. DDD is excited that the final budget allows for the additional funding to be used for full menu of HBS service options including Community Day Services and Personal Support Work. DDD is hopefully this will allow more community inclusion and engagement.
  • Continued commitment to add at least 630 new individuals to the Adults with Developmental Disabilities Waiver.

INTELLECTABILITY UPDATE

DDD has been working with IntellectAbility for the past year to connect the Independent Service Coordinators (ISC) Agencies to their customers Health Risk Screening Tool (HRST) data stored with IntellectAbility. A new part of this project is to have ISC Agencies provide current and updated Inventory for Client and Agency Planning (ICAP) data on each individual to IntellectAbility.

Community Integrated Living Arrangement (CILA) and Community Living Facility (CLF) agencies have been receiving updated user agreements from IntellectAbility which must be signed by each agency and returned to IntellectAbility. Beginning now, ISC Agencies will be entering individual's ICAP data with IntellectAbility. DDD intends to upload one file twice a year beginning in December 2025, with each individual's HRST and ICAP data for the semi-annual update of this data.

A funding change is taking effect July 1, 2025, where the individual monthly fee from IntellectAbility will increase $0.50 to $3.50 per month. DDD is funding this cost increase through an increase in the Miscellaneous Consultants funding component of all CILA Rates. CLF Rates are also being adjusted to cover the full $3.50 per month per person cost beginning July 1, 2025.

Agencies with questions regarding the ICAP data entry process, user agreements, or rate changes should contact their assigned DDD liaison or IntellectAbility representative. Additional training or guidance documents will be shared as the December 2025 upload date approaches.

REQUEST FOR APPLICATIONS: STABILIZATION HOMES

DDD is very excited to announce that our Request for Applications (RFA) for providers to provide Stabilization Services has been posted! Review questions and answers submitted for the RFA here: Request for Applications for Stabilization Homes: Questions and Answers.

As a reminder, there was legislation passed that increased the current capacity of stabilization homes (SH). There are currently 8 short-term stabilization homes. The legislation will add an additional 8 long-term homes and 2 short-term homes. DDD encourages all current CILA providers with expertise in behavioral health supports to consider applying. The deadline for applications will be July 1, 2025.

UPDATING ICAP AND HEALTH CARE LEVEL DATA DEADLINE

A reminder to Community Integrated Living Arrangement (CILA) agencies the Division of Developmental Disabilities (DDD) will be asking for updated Inventory for Client and Agency Planning (ICAP) information from Independent Service Coordinator (ISC) agencies and updated Health Risk Screening Tool/Health Care Level (HRST/HCL) data from IntellectAbility on Wednesday June 18, 2025. CILA Agencies need to work out any ICAP Score issues with your ISC prior to June 18, 2025. CILA Agencies should also have complete HRST/HCL data entered with IntellectAbility by June 18, 2025.

Final billing for DDD Grants must be submitted no later than Friday, August 8, 2025, at 5:00PM.

All grant and fee-for-services (FFS) reported through ROCS, as provided below, must be submitted by Monday August 4, 2025, by 5:00PM.

DDD Grants which require Service Reporting through ROCS include:

  • 50D (51A - 51L)
  • In-Home Respite (87D)
  • Residential Respite (89D)

DDD FFS providers which require all State Fiscal Year (FY) 2025 billing and corrected billing to be submitted through ROCS include but are not limited to: 17D, 19D, 31C, 31U, 31V, 32G, 33G, 34G, 34U, 35U, 36G, 36U, 37U, 38C, 38U, 41D, 42D, 50A, 51A - L, 52O, 52P, 52S, 53D, 53E, 53H, 53R, 53S, 53T, 53V, 55A, 55D, 55L, 55N, 55P, 55T, 56U, 57G, 57U, 58G, 58U, 61H, 62H, 63H, 67D, 67E & 67O, 73D, 75H, 75M, 75O, and 75Z.

Billing for 60D CILA only is not subject to this cut off.

At this time, DDD is unsure about the lapse period billing deadline for Hourly Intermittent CILA (Bill Codes 61H, 62H, and 63H), but it should be assumed that these bill codes have the same hard lapse period billing deadline as all other bill codes (other than 60D).

As a reminder, the FFS and Grant Service Reporting must be submitted to ROCS and Grant billing must be received by DDD by the above specified dates. Systems, Application, and Products (SAP) is the State-wide accounting system. All billing must have passed SAP Level 2 approval (Fiscal Services) status by August 15, 2025. Submitting all billings by the above specified dates will avoid the need to go through Court-of-Claims to receive payments.

The dates specified above allow enough time for the billing to be processed through Community Reporting System (CRS) and SAP and make it to level 2 final approval status before the August 15, 2025 cutoff date set by the Department of Human Services (DHS) Office of Fiscal Services to get voucher information to the Comptroller's Office.

WORLD ELDER ABUSE AWARENESS DAY - JUNE 15, 2025

World Elder Abuse Awareness Day shines a light on the mistreatment of vulnerable adults, including those with intellectual and developmental disabilities (I/DD). Abuse can take many forms-physical, emotional, sexual, or financial-and may also include neglect, exploitation, or abandonment. Individuals with I/DD may be especially at risk due to challenges in communication, reliance on caregivers, or social isolation.

Warning signs of abuse can include unexplained injuries, sudden behavioral changes (such as withdrawal, fearfulness, or agitation), unsanitary or unsafe living conditions, and unusual changes in financial activity. Caregivers, family members, and community members should remain alert and speak up if they suspect abuse. A more comprehensive list of signs is available from the U.S. Department of Justice.

Anyone can report suspected abuse of a person with a disability or older adult living in the community by calling Illinois' 24-hour Adult Protective Services (APS) hotline at 866-800-1409 or 711 (Telecommunications Relay Service for individuals with hearing or speech disabilities). If someone is in immediate, life-threatening danger, call 911. To report concerns in a long-term care facility, contact a long-term care ombudsman or, for nursing homes specifically, call the Illinois Department of Public Health's Nursing Home Hotline at 800-252-4343.
