Summary
- Health Benefits for Immigrant Adults (HBIA) ended effective July 1, 2025.
- There is no change with the current Health Benefits for Immigrant Seniors (HBIS) program, coverage, or policies. The pause in new enrollment continues to be in effect.
Effective 7/1/2025, the Health Benefits for Immigrant Adults (HBIA) program was ended.
The Health Benefits for Immigrant Seniors (HBIS) program provides state-funded medical coverage for noncitizen individuals aged 65 and older who do not meet the immigration requirements for federally sponsored medical benefits. This program is not affected by this update. Income eligibility follows the current AABD community eligibility criteria.
Eligibility
The Health Benefits for Immigrant Adults (HBIA) program ended on July 1, 2025, and the last day of medical coverage through HBIA was June 30, 2025.
After June 30, 2025, individuals may have access to primary and preventative care at Federally Qualified Health Centers (FQHC) and free and charitable clinics that serve uninsured and underinsured people regardless of their immigration status and ability to pay. Individuals with a documented noncitizen status may be eligible for coverage through the Health Insurance Marketplace. Individuals may visit https://healthcare.gov/ to apply directly for Health Insurance Marketplace coverage.
- Documented noncitizens include individuals with an immigration status that is "lawfully present," such as those with Temporary Protected Status (TPS), individuals with active parole, and individuals with active work authorization. A full list of eligible statuses can be found here: https://www.healthcare.gov/immigrants/immigration-status/.
- The plans available through the Health Insurance Marketplace cover preventative care, doctor visits, prescription drugs, maternity and newborn care, hospitalizations, emergency services, mental health, substance use disorder, rehabilitative, and other services.
- On May 19, 2025, documented noncitizen customers were sent CN 25.05 Health Benefits for Immigrant Adults (HBIA) Marketplace Notice.
Integrated Eligibility System (IES)/MANG P
An IES indicator and specific MANG P code were created to identify individuals approved as HBIA.
In IES, the special indicator "(A)" is shown with the existing ACA Adult and Family Health Plan Types of Assistance (TOA) within the eligibility summary to identify the individual as HBIA.

In MMIS the MANG P code is NI.
The IES indicator and the MANG P-code will be deactivated, and overrides to the HBIA program will no longer be available.
