Call to Order/Roll Call

  • Meeting called to order by Cindy Barbera-Brelle at 2:32 pm (via Zoom)
  • Bobby Van Bebber motioned for approval of meeting minutes from February 20, 2025, seconded by Rachael Ahart. Motion carried.
  • Members present and voted to approve minutes:

  • Motion to approve minutes from February 20, 2025 passes.

State Updates:

Pilot Updates (Cindy Barbera-Brelle and Dr. Mary Smith):

  • Total Response/PowerPhone
    • PSAP Administrators
  • PSAPs meet weekly to address operational issues and data
  • No issues reported in most recent meeting
  • Pilot will go three months- some PSAP centers phased in later than January 29, so each participant will continue with pilot until they reach three months. All PSAPs will likely wrap up end of April to middle of May.
    • Centerstone (988)
  • Meeting on a bi-weekly basis
  • Discussing any transfer issues or any transfers to MCRT
  • Looking at data collection and reporting
  • If any issues arise that are urgent, we schedule a phone call on a case-by-case basis
    • Mobile Crisis Response Team Project Directors
  • Meeting bi-weekly, both meetings have been well-attended
  • MCRTs have only gotten 1 referral so far but they are ready to move ahead
    • Cindy Barbera-Brelle: During the pilot, lots of good suggestions have been made by the PSAP group about things that could be improved (i.e. a checklist for transfer information). We've had good attendance with the calls and people have had the opportunity to talk about their challenges and wins.
    • Mary Smith: Some lessons we're learning from Total Response pilot translate to other pilots. Although protocols are different, many protocols and procedures are similar. We can take learnings and move them forward.
  • Priority Dispatch
    • Pre-Test
  • Began on March 3, 2025
  • The four pre-test sites are very familiar with the protocols, how they work, how to integrate with CAD, the reporting tools
    • Pilot Planning
  • Intent is to start pilot on April 1 with 10 different pilot PSAPs, with many regions represented
  • Second PSAP call on March 5, 2025
    • PSAP pre-testers helped to lead discussions about IRLM mapping and reporting
    • Pre-testers also offered to meet one-on-one to help pilot PSAPs get comfortable with running the report
    • Second MCRT planning call for Priority Dispatch scheduled for March 12, 2025
  • APCO
    • Continued Review of Protocols
  • Hoping to meet with them 1-2 more times and then move forward
    • Finalization of Pre-Test and Pilot Site Participants
  • There are far fewer APCO sites across Illinois, about a dozen, so we're talking about everyone doing the pre-test and then going directly into the pilot
    • Recommendation for Modifications
    • Meet with Vendor to Modify Protocols
  • Hoping to accomplish by the end of the month
