Programmatic Reminders
All potentially eligible and eligible students with a disability will have prior approval from IDHS-DRS counselor prior to service provision by the Provider.
The Knowledge Check form will be completed quarterly by students participating in services. This information will be then gathered and shared statewide.
Providers will inform parents and students of the availability of VR services.
On-site reviews will occur once every three years.

Available adult services for students with a disability in their last year of school through a Provider.
Students interested in working with a Provider, but who are not participating under a Pre-Employment Transition Services (Pre-ETS) contract, would be referred in their last semester of school. Billing for services would not begin until at least 15 days after school exit.
Customers in high school can be served by both the school and a Provider during their final year with the IDHS-DRS counselor's approval. They must be removed from the PECT Program Work Verification Sheet before they can be added to the Provider Group Billing. The PECT Program Provider will ensure students remain on the PECT Program Flow Chart, billing form completed in WebCM, which tracks participation for the entire year. An IPE is required prior to Provider services being initiated. After graduation, the goal for all transition customers is to achieve competitive integrated employment in the community at minimum wage or a wage commensurate to the prevailing wage in the locality and with applicable fringe benefits. Billing information is included per contract type.
Customers in their last year of school who meet the following criteria, may be eligible to participate and be billed for CE and SEP, prior to exiting school.
- Will be certified as Most Significant, per IDHS-DRS counselor, and meet criteria for Customized Employment or SEP.
- Will be unemployed.
- Customer would benefit from intensive service provision to allow for more timely job placement after exiting school.
- All criteria in the allowed Phases must be met in order to bill.
Customized Employment- Provision of Phase 1 (Discovery) and Phase 2 (Assessment and Plan). Both Phase1 and 2 can be paid prior to exiting school, Phases 3-9 are NOT eligible for provision or payment until after exiting school.
SEP-Provision of Phase 1 (Assessment and Plan) which can be paid prior to exiting school. Phase 2-8 are NOT eligible for provision or payment until after exiting school.
Customers moving from the PECT Program into a Milestone contract -
Customer will be removed from the PECT Program Work Verification and added to the Provider Group Billing Sheet Roster only. They will remain on the PECT Program Flow Chart, which tracks participation for the entire year. For a Provider to claim a successful placement closure on a graduate, the closure must be 90 days post-graduation.
If the customer was assisted by the Provider prior to graduation, the Individual Plan for Placement (IPP) and IPE will demonstrate the delineating of the transition of services. IDHS-DRS counselor approval will be obtained and based on the required support to maintain competitive integrated employment for a minimum of 90 days post school exit. The Provider would be able to bill for a 15-day Milestone, beginning 15-days post school exit, with job stability.
If the Provider assisted the customer prior to graduation as stated above, but the customer was not employed when exiting school, and the Provider continued to provide supports post-graduation, once the customer obtains and maintains competitive, integrated employment for a minimum of 15 days, the Provider would be able to bill.
Customers moving from PECT Program into SEP after graduation -
If the customer is employed at the time of the referral to SEP, they will begin at Phase 3.
If they are not employed, they will begin at Phase 1.
Work-Based Learning Experiences (WBLE) -
Information as it relates to competitive integrated employment and a WBLE.
CIE means work that is performed on a full-time or part-time basis (including self-employment) and for which the customer is compensated with the customary wage and level of benefits, but not less than minimum wage and; Is not less than customary rate
paid by the employer for the same or similar work performance performed by other employees who are not individuals with disabilities in similar occupations; In the case of an individual who is self-employed, yields an income that is comparable to the income received by other individuals who are not individuals with disabilities and who are self-employed in similar tasks; Is eligible for the level of benefits provided to other employees; Is in a location in the community where the individual with a disability interacts with individuals without disabilities; and, Has opportunities for advancement that are similar to those for other employees who have no disabilities and are in similar positions.
Provider will secure sites for work-based learning experiences (WBLE) in the community in CIE settings to the maximum extent possible, as approved by the IDHS-DRS counselor, that are compatible with the students' interests and needs.
Provide appropriate wage compensation for students participating in WBLE in accordance with state and federal labor laws.
Provider will provide consistent supervision for all hours and days claimed under the WBLE.
