  • Approval of Minutes
    • Quorum not met; unable to approve the November 19, 2024 and January 21, 2025 meeting minutes.
  • Open Meetings Act
    • Members were advised that the meetings are subject to the Illinois Open Meetings Act.
    • Meetings are recorded and you have the option to switch your camera off if you choose to.
    • A copy of this recording and minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
    • All participants are muted to reduce interference of background noise.
    • Please make note of the raise hand feature. Appointed Committee Members wishing to contribute to the discussion will be asked to raise their hand and then will be unmuted to speak. Public members will raise their hand and comment during the public comment section to provide input.
  • State Updates
    • Jessica Atassi reported that the PowerPhone/Total Response pilot is currently under way and 7 of the 9 PSAPS have made referrals and/or are set up operationally to do so. Next week and final launces are planned for next week. State completed their first check-in meeting with pilot PSAPS, discussing scenarios and potential operational issues, etc.. State will remain in communication with all parties.
    • Jessica Atassi reported that State met with Priority Dispatch PSAP's participating in pilot, which will begin April 1, 2025. There will be 9 different PSAP's involved. Pretest for Priority Dispatch will start late February/early March - During the pretest no actual referrals will be made, but these hypothetical calls will help generate data for estimated number of referrals. Once the pilot begins there will be a transition to making these referrals.
    • Jessica Atassi reported that there are currently no concrete APCO updates.
    • Jessica Atassi mentioned that some RAC members might receive an email from IDHS about signing and/or confirming an updated appointment letter; please follow the prompts on the email.
  • OMA Guidance
    • As of January 2025, RACs are no longer required to post the recording of meetings to the DMH website for OMA compliance.
    • Meetings will still be recorded to support accurate Meeting Minutes
  • RAC Membership Training
    • Appointed members of a public Board, Commission or Task Force (collectively, Board) are generally required to participate in seven online training courses, listed below. CESSA Regional Advisory Committee (RAC) appointees are members of a "public Board" and therefore must complete the trainings.

  • Harassment and Discrimination Prevention Training

  • Meeting: A "meeting" under OMA is a gathering of a majority of a quorum of the members of a public body to discuss public business.
  • Quorum: The term "quorum" refers to the minimum number of members of a public body who must be present at a meeting in order for the body to take official action.
  • Majority of a Quorum: A "majority of a quorum" is the smallest number of members of a public body able to control action when a bare quorum is present.
  • Subregional committees should include LESS than a majority of a quorum of RAC members
