    • Quorum not met; unable to approve the November 19, 2024 meeting minutes.

    • PowerPhone Pilot roll-out will start toward the end of January 2025
    • APCO & Priority Dispatch Pre-Tests will start toward the end of January 2025-mid February 2025
  • Regular meetings with APCO & Priority Dispatch are being held
    • All Pilots will be concluded as of June 30, 2025
    • Priority Dispatch Pre-Test Sites: Illinois Valley Regional Dispatch, Bloomington PD, West Central Joint (Morgan County), Northwest Central Dispatch

  • PowerPhone Pilot will begin January 29, 2025
  • PowerPhone is installing protocol modifications/changes into the Pilot PSAPs' computer systems

  • Pilot Guidance Document (3.0A) Third-Party Callers
    • Process for 911 Telecommunicators:
  • Calls to 911 pertaining to an alleged mental health/behavioral health crisis of another person, based on observed, witnessed, or unusual behaviors, are to be transferred to Centerstone 988.
  • The 911 telecommunicator will apply the exclusionary criteria outlined above before considering transfer to Centerstone 988.
  • The 911 telecommunicators will gather information from the caller following standard call intake procedures.
  • The 911 telecommunicator will contact Centerstone on the dedicated 10-digit phone number: (618) 228-2486.
  • The 911 telecommunicator will convey all information gathered to the Centerstone 988 crisis counselor, and additionally provide:
  • The Caller Incident Number
  • The PSAP name, 24/7 direct answer transfer phone number, and the name of the telecommunicator who is transferring the call
    • Process for Centerstone 988's Pass-Through to MCRT:
  • Centerstone's 988 crisis counselor will accept all information conveyed by the 911 telecommunicator.
  • Centerstone 988 will immediately contact the respective MCRT in proximity to the location of the individual identified in crisis and identify that there is a third-party call transferred from 911.
  • Centerstone 988 will provide MCRT with all information conveyed by the 911 telecommunicator, as indicated above, i.e., #3 and #5. a. and b.
    • PROCESS for MCRT Acceptance of Third-Party Calls:
  • MCRT will accept all third-party calls from Centerstone 988 originating from 911 on a NO DECLINE basis.
  • MCRT will immediately dispatch an available team to the location identified, and initiate crisis counseling, crisis intervention, problem-solving, and resolution.
  • If the primary MCRT is responding to another crisis and/or unable to respond in under 60 minutes, this is to be immediately communicated to Centerstone 988.
  • If a secondary MCRT is serving the same area, Centerstone 988 will redirect the call and initiate the transfer process as described above.
  • If there is no secondary MCRT to respond and the primary MCRT cannot respond, Centerstone 988 will redirect the call back to 911 via the PSAP's 24/7 direct answer transfer phone number, and request to speak with the telecommunicator who transferred the originating call to Centerstone 988.
  • If at any time, MCRT identifies that their ability to resolve the situation necessitates an additional level of support or assistance, they can call 911 for law enforcement or EMS response.

    • Subregional Committees must be convened by RAC majority vote
