The meeting was called to order by Brent Reynolds at 2:04 pm.
- Brent Reynolds reviewed procedures around the Open Meetings Act and meeting logistics.
Roll call and approval of the previous meeting minutes:
- Motion to approve meeting minutes from November 4, 2024, from Robert Van Bebber, seconded by Cindy Barbera-Brelle.

Hub updates (Pete Eckert):
- Data Manager introduction, Jodie Bargeron, PhD

988 updates (Craig Williams)
- DHS is working on a dashboard that is viewable to the public; progress is currently stalled but should continue in January; the dashboard should be viewable at some point this fiscal year
- 988 call answer rate for Illinois in December 2024: 92.5% (approx. 12k calls for the entire month; over 90% for the third consecutive month)
- In talks with Centerstone about talk-to-text
- New carrier AT&T set to begin geo-routing in Q1 (according to Vibrant)
- Brent Reynolds asked if the callback number is available for abandoned calls
- Craig says the number is available, but the centers do not necessarily call back unless it is an emergency situation, because it is viewed as a privacy issue
- Craig to follow up with the call centers about the procedure governing dropped calls
- Note that Vibrant data delivery is restricted to two users per state, effectively reducing the speed of data access
Data collection system implementation timeline (Pete Eckert):
- Software under development now!
- Continuing conversation with DMH staff regarding data submission, review, and revision
- "Alpha" version available for internal review in the Spring, "Beta" for partner review and testing after that
- User training plan needed
- Go live by end of FY 25 or early FY 26
Pilot dashboard discussion (Mary Smith)
- The Hub now has additional capacity to work on data dashboards
- What are the top 3 indicators you'd like to see in a data dashboard as we move into the pilot?
- Examples include how many people trained; how many 911 calls were transferred to 988 in the first month; etc.
- Discussion
- Brent Reynolds: There is an indicator for # transfers from 911 to 988, but what about # transfers from mobile crisis response teams back to 911 for a response?
- Mary Smith: This information would be represented by the indicator related to Call Transfer Outcome.
- Jessica Gimeno: I appreciate the MCRT Intervention Outcome, but is there a data element related to follow-up (ex. 48-hour follow-up)?
- Mary clarified that follow-up would be included/recorded as an MCRT Intervention Outcome
- Jessica Gimeno: What if dispatch to MCRT comes from 911, instead of 988? In the community, things don't happen as smoothly as 911 to 988 to MCRT.
- Mary said that co-response models are available throughout the state, and local MOUs between agencies will not be changed. The PSAP would know that kind of co-response may exist
- Jessica Gimeno: Will the use of restraints be reported?
- Mary said that no, that data would not be collected
- Cindy: Number of 911 Transfers to 988 by day and by hours. Will granular data by day and time of day be collected?
- Mary said that yes, the day and time of each call will be recorded
- Susan Schafer: The number of calls that MCRT cannot respond either because of time or staffing...Since CESSA is diversion from law enforcement through 988 and MCRT, it would be interesting to know how many calls are actually diverted, to help with staffing needs across the state.
- Mary said that yes, that level of data will be collected. She also reminded that there are often secondary teams that may be available
- Pete asked if the use of secondary teams was being recorded; it is not currently being recorded but Craig said that it is possible and he will report back
- Jessica Gimeno: Can you expound on the 'Call Evaluation Assessment' data indicator of the last column?
- Mary wants MCRT to report if the third-party call was transferred to them appropriately (in other words, appropriate vs. inappropriate referrals)
- Jessica Gimeno: Top 3 for me (last column): intervention outcome, call evaluation assessment and call transfer outcome; top 3 in first column: call nature code, responder type, response priority. At some point in the future when it is possible, I would like for there to be a mechanism for the person in crisis to be able to give feedback after including things like use of restraints. That's in the NatCon Roadmap co-authored by Dr. Balfour. FYI: U of Chicago is releasing their report of recommendations for increasing interoperability. between 988 and 911 -expected date March 2025. I was on that working group.
- Brent Reynolds said the pilot feedback will reveal which indicators that folks want to see
Baseline Data and Assessment
- Planning for a 2025 baseline assessment
- Questions:
- Are there any existing benchmarks for the data we are discussing?
- In the absence of existing benchmarks, how would we come up with something to try?
- What values or desired outcomes would drive the creation of those benchmarks?
- What questions do we need to answer about current state of crisis response/9-1-1 & 988 functioning?
- Discussion
- Bobby would like to compare our progress to other states' progress and to track our own improvement
- Jessica: The number of calls that would qualify for mobile crisis dispatch and relatedly, the number of times we are dispatching MCRTs.
- Lee Ann: It would be helpful to have baseline data for how many mobile crisis responses there are in a given period of time/over the course of a year.
- Susan: Mobile crisis teams should track where/how calls originated.
- Jessica: Is there a way to know the most common time MCRT is dispatched?
- Brent: Alternatively, we should also track when there are no resources to dispatch and law enforcement is called anyway.
State/DMH Updates (Lee Ann Reinert)
- Dashboard has limited functionality; it currently cannot generate reports, and it is separated across 4 individual dashboards. The public-facing dashboard is still in progress
- DMH, Access Living, and the TRADES have been working on further revisions to CESSA language
- Trying to revise/loosen involuntary prohibition language and give MCRTs the possibility of hospitalization when it is necessary for public safety
- Data about involuntary hospitalization to be collected
- Lee Ann to retire at the end of the month
