Review and approval of minutes - Motion of Approval by Sue - Second by Matthew - All in Favor
Criminal Justice Block Grant Priorities (Cont. Discussion)
- Mental Health and Juvenile Justice Program Update - Shelby reported that the 2Q Data shows an increase in referrals when compared to FY24 programming. Some providers have had operational delays due to workforce issues, but the number of people served across the state is still increasing. Shelby noted a need for outreach to Kendall, Union, Franklin and Johnson Counties to promote the program. Scott will follow up with appropriate Court and Probation contacts. Committee members all agreed that this priority should remain part of the Block Grant Plan.
- Outpatient Competency Restoration Update - Although IDHS has established contracts with approx. 17 providers offering Outpatient Restoration Services, there is still a waitlist of 300 individuals seeking placement in state operated facilities. Approx. 80 individuals are currently receiving Outpatient Restoration services. Committee members all agreed that this priority should remain part of the Block Grant Plan.
- Jail Data Link - Scott noted that there is no dedicated funding to support or expand JDL, this there is little to no activity to report. Committee members all agreed that it is time to "remove" this priority from the Block Grant Plan.
Future Priorities
- Civil Outpatient Treatment: In place of JDL, Committee Members agreed that a new priority focused on Civil Outpatient Treatment should be established. This priority complements the state hospital capacity issue and is consistent with AOIC's SAMHSA Grant efforts. Scott will draft a priority recommendation for review at the next meeting.
Other - As the committee seeks new member engagement, Soctt will connect with the IMHPAC Development Committee for their assistance. The next Criminal Justice Committee Meeting Date is March 12th at 2 pm. This will be reported out at the Full IMPHAC Meeting in March.
