DIRECT SUPPORT PROFESSIONAL ONLINE TRAINING LEARNING MANAGEMENT SYSTEM REQUEST FOR PROPOSAL IS LIVE!

Illinois Department of Human Services (IDHS), Division of Developmental Disabilities (DDD) has issued a Request for Proposal (RFP) for DD DSP Training Software RFP via BidBuy.

LITERACY TEST FOR MEDICATION ADMINISTRATION

Literacy testing is required for all Authorized Direct Support Professionals (ADSPs). In 2023, the S-TOFHLA was updated to include a line for the name of the person who administers the literacy test. Please complete the last page which includes: the date, name of applicant, name of examiner and score. If your agency uses the S-TOFHLA, please ensure that you are using version 11/2023. If you need an updated version, please reach out to DHS.ClinicalServices@illinois.gov.  

FY25 DDD SUPPORTED EMPLOYMENT PROGRAM REVALIDATION

Since FY22, the DDD has conducted an annual Revalidation of all active authorizations for the DDD Supported Employment Program (SEP).

Active authorizations are those that were Revalidated in FY24 and any New/Initial DDD SEP authorizations approved from 7/1/24 through 3/31/25.

New/Initial authorizations approved on or after 4/1/25 are not subject to FY25 Revalidation and will carry over to FY26.

FY25 DDD SEP Revalidation will occur from April 1st, 2025, through end of business May 2nd, 2025.

NOFO APPLICATION CLOSING DATE REMINDER

This a friendly reminder that DDD posted two Notice of Funding Opportunities (NOFO) on Monday, March 3, 2025. You can see the previous communication here: Additional FY26 Notice of Funding Opportunities Posted. Agencies interested in applying for these grant programs will have from now until 5:00 pm CST on April 4, 2025, to submit their completed application packet. DDD is anticipating awarding the grants on June 6, 2025. Subject to appropriation, the grant period for these awards will be July 1, 2025, through June 30, 2028.

NOFO BUDGETS

IDHS Office of Contract Administration (OCA) has advised the FY26 Indirect Cost Rate of the 15% DeMinimis is not currently accessible in the Community Service Agreement (CSA) system. Budgets already entered in CSA will not have the updated DeMinimis for NOFO applications or current FY26 grant funding. When the rate is corrected in CSA, awarded applicants and current grantees will be advised to update their entered budget, in CSA.

This change does not affect the NOFO application process. Please be sure that the funding amount listed on your application reflects the appropriate total annual funding request and your PDF budget for the application matches this data. We are fully aware of the issues in CSA that may cause the CSA budget to reflect a different number with the updated DeMinimis.

NOFO QUESTIONS AND ANSWERS (Q&A)

To ensure the same information is available to everyone, and that there is no perceived or actual advantage given to potential applicants, individual DDD personnel are unable to participate in any 1:1 conversation or reply privately to NOFO inquiries.

As directed in the NOFOs, questions should be directed to DHS.DDDGrantProg@illinois.gov.

All inquiries will receive a response which will be posted to the publicly facing Question and Answer page associated to each NOFO.

UPDATED DE-ESCALATION TRAINING REIMBURSEMENT FORMS

Based on feedback from community partners, we have updated our De-Escalation Training policy which required new forms for reimbursement. The forms have been updated and posted online. Please see forms here:

EVV TRAINING OPPORTUNITY FOR SELF DIRECTED ASSISTANTS AND HOME-BASED SUPPORTS FAMILIES

ACES$ will be offering online training opportunities regarding Electronic Visit Verification (EVV) requirements for Personal Support Workers (PSW), Self-Directed Assistance (SDA) Providers, and Self-Directed Home-Based (HBS) families. The next live webinar training is scheduled for Thursday, April 3rd at 1:00-2:00pm.

UPDATED RESOLUTION FOR DoIT NOTIFICATION: MOBIUS REPORT ERROR

02/24/2025 initial announcement:

An error has surfaced in our Remittance Reports potentially dating back to reports generated after 02/05/2025.

This issue presents when a Rate Adjustment is applied to a historic bill, resulting in an erroneous full total at revised rate being displayed under Amount Paid, versus correctly listing the actual billing difference between previously paid and current total under Amount Paid. When this condition is present, this report's aggregate amount would not reflect the actual voucher amounts correctly issued. Just to emphasize, the voucher amount is correct.

03/25/2025 update:

This issue has been fully resolved. February's weekly Remittance Reports (M0446083, M0446084) have been recreated under (M0446283, M0446284) on 3/19/2025, with most variances attributed to CILA 60D Rate Adjustments. CEREBRAL PALSY AWARENESS MONTH - MARCH 2025

Cerebral Palsy (CP) Awareness Month was first recognized in March 2006.

CP is a permanent disability that impacts a person's mobility and muscle strength. There are over one million people in the United States of America (USA) living with CP. Between 1,200 to 1,500 school-aged children are newly diagnosed with CP each year. Additionally, there are approximately 10,000 babies diagnosed each year with CP. This makes CP one of the most common childhood disabilities in the USA.

It has been reported that one in five students has a disability, as seen above a notable amount of them with CP. The research shows that disability inclusion has immense positive benefits for all students and staff. The Just Say Hi! Curriculum (designed to help promote inclusiveness in schools) says it best: How we talk and think about disabilities makes a big difference on how other people talk and think about disabilities. Commit to disability inclusion by modeling this for your family, friends, and staff. You can teach others to "Just Say Hi!"

ILLINOIS MEDICAID PROGRAM: PROVIDER REVALIDATIONS (REMINDER)

In accordance with Federal Regulation 42 CFR 455.414, all Medicaid providers are required to periodically revalidate their enrollment information. DDD IMPACT Provider revalidations will continue to occur through 2025. Revalidation is required for all Medicaid providers including, but not limited to: CILAs, CDS programs, HBS agencies, Modification and Adaptive Equipment vendors, and other fee-for-service providers such as Behavior Professionals/BCBAs and Therapists.

Providers requiring revalidation will receive automated email notifications from HFS IMPACT prior to the assigned due date. These emails are sent to the primary contacts listed within the IMPACT profile. Providers are responsible for ensuring that their contact information is current in IMPACT. Providers are also able to view their assigned IMPACT revalidation date from within their IMPACT profile.

Failure to revalidate will result in termination of provider enrollment in the IMPACT system and suspension of payments. No retroactive effective enrollment dates will be approved for failure to revalidate.

DDD Providers are encouraged to notify the DDD IMPACT team via email, DHS.DDDMedProv@illinois.gov following the completion of the revalidation process. Revalidation FAQs and instructions can be found here: Provider Revalidation.
