The meeting was called to order by Cindy Barbera-Brelle at 10:32 a.m., who reviewed the OMA procedures, meeting logistics, and agenda.
Roll Call and Motion to approve minutes (Cindy Barbera-Brelle)
- Michelle Churchey-Mims motioned to approve minutes from the previous meetings on Dec. 17, 2024, January 14, 2025, and January 28, 2025. Robert Van Bebber seconded. Motion carried.

Pilot Training Updates (Dr. Terry Solomon)
- Dr. Terry Solomon reviewed the CESSA training requirements from the legislation and the titles of the core courses, which are required for agencies participating in the pilots.
- As of February 6, 2025, there are 604 who completed training for the pilots
- Slide 9 shows the number of individuals who have taken each course, or in other words, the number of courses completed. The number has greatly increased since December 2024.
- No subcommittee members had comments or questions.
Revised De-escalation Training Plan (Dr. Terry Solomon)
- There's an interest and need to have specialized de-escalation training for telecommunicators, while also recognizing that they have already been answering calls related to mental or behavioral health crises.
- In addition, there is other training needed on the protocols that have changed
- It will take more time to revise the de-escalation course because we have been asked to include scenarios or role-playing.
- We have invited a PSAP representative to be an expert consultant for this subcommittee.
- The Statewide 911 Administrator will identify PSAP representatives to review the telecommunicator course content.
New Business:
Discussion on Meeting Cadence (Cindy Barbera-Brelle)
- Michelle Churchey-Mims: it appears that with the amount of work we have, one meeting is sufficient. Do we anticipate a greater volume of work? We give feedback on the training plans. Is there a larger task we could be working on?
- Dr. Terry Solomon: The Behavioral Health Crisis Hub is making a learning management system (LMS). We want to be able to show you how the LMS will operate n a future meeting. We will have to come back to this body to discuss the telecommunicators' de-escalation training and any other new legislative changes.
- Tanya Cooley: I agree with meeting once a month.
- Bobby Van Bebber: I also agree with meeting once a month.
- Michelle Churchy-Mims motioned to reduce the meeting cadence to once a month. Tanya Cooley seconded the motion. Roll call vote. All present members approved the motion. Motion carries.
- Dr. Terry Solomon suggested the fourth Tuesday to have time in between the Statewide Advisory Committee meeting.
- Michelle Churchy-Mims motioned to meet on the fourth Tuesday of the month. Ahart seconded the motion. Roll call vote. All present members approved the motion. Motion carries.
Committee co-chair discussion (Cindy Barbera-Brelle)
- Cindy Barbera-Brelle asked for volunteers to be the co-chair and take over as chair when she resigns in March. Jessica Gimeno volunteered.
- At the next meeting, the Subcommittee will vote on Jessica Gimeno's chair appointment.

The Subcommittee will continue to meet on the fourth Tuesday of each month.
