Call to Order/Approval of Minutes
- Meeting called to order at 9:03am by Stacie Kemp.
- Motion made by Nicole Weathersby to approve the 1/15/25 meeting minutes. Deanna Cada seconded the motion. Meeting minutes were approved for 1/15/2025.
Members Present: Stacie Kemp, Heather Butler, Jason Holcom, Deanna Cada, Nicole Weathersby, Danielle Angileri, Jonathon Larson, Brandon Lieber, Jason Leverton, JoLynn Marcum, Joan Lodge, Mary Trujillo, Bridgette Maurino, Brittany Carls, and Elizabeth Russell.
State Updates:
- Mandatory training for RAC members must be completed by the end of December 2025
- UIC Crisis Hub will be hosting another forum (conference) this year. It will be held on June 11th. Not sure if there will be virtual capability or not, but it will be located at the UIC forum in Chicago.
  - This forum will be heavy on the 988 side.
    - There is a lot of confusion between the differences between 988 and 911 amongst the community.
    - In preliminary stages of planning, so we do not know who speakers or presenters will be.
- Pilots
  - The overarching goal is that individuals calling 911 who experience behavioral health crisis receive a behavioral health response when appropriate, as an alternative to law enforcement only responses.
  - The purpose of the pilots is to collect enough data to test the entire referral process, to look at the use of the updated protocols and the extent to which the dispatch decisions that are made by the 911 telecommunicators comply with interim risk level matrix recommendations, as well as evaluate the resources that are available within each jurisdiction.
  - The pilots will look at the referral of individuals meeting level one interim risk level criteria to 988 for crisis response and what the outcomes are. We will also look at the outcomes when those calls are referred to mobile crisis response teams when on-site responses are necessary.
- Total response Pilot Update
  - Kick off meeting held on January 28th with the intent of the pilot to begin on January 29th.
  - Four sites are currently operational, and others would be coming on in February.
  - Weekly touch base meetings with PSAP administrators, Centerstone regarding 988 and then each of the project directors from the mobile crisis response teams.
  - Live counties: Christian, Shelby, Cicero, Coles, Moultrie, and Elgin.
    - Additional counties went live the week of February 19th: Lee County and Lyons Township.
    - Marion County, Ogle County and Rochelle go live the following week.
- How do we move forward I these protocols aren't officially sign off on by then?
  - The division chief with IDPH signed off on them and said that the pilots can move forward with that. RAC / PSAPs asked for that to be in writing.
- Pretest Sites
  - Priority dispatch will be Illinois Reginal Vall Dispatch (region 2)
  - Bloomington PD PSAP (region 2)
  - West Central Joint in Morgan County and Northwest Central PSAP, in Arlington Heights (region 9)
- Next Steps
- RAC #1 Subregional Committees
  - Rockford/Winnebago/Boone will be led by Elizabeth Russell
    - Have a meeting on March 3rd
  - Lee/Ogle/Rochelle will be led by Katie Hazek
  - Dekalb will be led by Deanna Cada and Ashley Maki
  - Will need to have a vote to move forward. Heather Butler made a motion to approve, Jason Leverton seconded the vote. Vote for three subregional committees approved by unanimous approval.
