Increase Access to Telehealth (TELEHEALTH)

Funding is available for Increase Access to Telehealth (TELEHEALTH) projects in Illinois. This funding is intended to support the establishment of systems to increase access to telehealth services for people with opioid use disorder (OUD) in communities and populations that have been disparately impacted by the opioid crisis, as well as in rural communities with few or no appropriate services. Marginalized groups (e.g., individuals experiencing homelessness, indigenous communities, veterans) will receive priority consideration. TELEHEALTH funding subrecipients will design and implement all components of telehealth systems, including technology acquisition and maintenance, policies and procedures, and support staff.

A total of $5,000,000 is available to be awarded for TELEHEALTH funding over a period of 3 years to a minimum of 16 organizations. Applicants may apply for up to $150,000 per period of performance. The initial period will span July 15, 2025-June 30, 2026. The deadline to apply for the grants is May 9, 2025, at 5:00 p.m. CST.

The Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is 55% of Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.

The RCCA, which is operated by Advocates for Human Potential, Inc., has posted the Notice of Funding Opportunity (NOFO) on the Illinois Opioid Settlements Initiative Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.

Continued funding is subject to appropriations and release of funds by the IDHS/SUPR. AHP is responsible for issuing and monitoring sub-awards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of award (NOA) follow the State Fiscal Year (SFY). The notice of award is the anticipated date that an award letter would be received by a potential subrecipient (i.e., awardee).
