IDHS/SUPR Releases Six Notice of Funding Opportunities

The Illinois Department of Human Services/Division of Substance Use Prevention and Recovery (IDHS/SUPR) has released six competitive Notice of Funding Opportunities (NoFO). IDHS/SUPR envisions a human service system that enables all to thrive regardless of race, zip code, and disability. Through that lens IDHS/SUPR is seeking applications for six individual NoFO's:

  • Gambling - Helpline and Website
  • Gambling - Public Awareness
  • Gambling - Center of Excellence
  • Recovery Oriented System of Care Councils
  • Statewide Deflection Initiative
  • Substance Use Training and Technical Assistance

Gambling - Helpline and Website

IDHS/SUPR has release a competitive NoFO for the Gambling Helpline and Website and is seeking applicants to staff, host, and monitor a 24/7 hotline and public facing website for individuals with gambling disorders. Applicants will have counselors experienced in gambling disorder treatment to provide crisis counseling, resources, and referrals to individuals via phone, chat, text, or to website visitors.

IDHS/SUPR is interested in funding an organization with a history of coordinating and managing a statewide gambling disorder helpline and website. Services must be available statewide to the residents of Illinois 24 hours a day, 365 days a year, and have the availability of interpreter services in multiple languages.

Gambling - Public Awareness

IDHS/SUPR has released a competitive NoFO for Gambling Public Awareness. The Gambling Public Awareness NoFO is seeking applicants to provide marketing campaigns for gambling disorder identification, treatment, and stigma. Applicants will have experience with campaign development including social media campaigns. Campaigns will be expected to address minority groups identified by IDHS/SUPR via innovative campaign strategies.

IDHS/SUPR is interested in funding an organization with a history of coordinating and managing statewide marketing campaigns. Organizations with a familiarity with gambling disorder and related services are preferred.

Gambling - Center for Excellence

IDHS/SUPR has released a competitive NoFO for the Gambling Center of Excellence. The Gambling Center of Excellence NoFO is seeking applicants to provide innovative training and supervision services to Illinois counselors on gambling disorders and treatment and to provide research on gambling disorder. Applicants will have trainers experienced in gambling treatment to provide a 30-hour certification training, screening and assessment training, general treatment and disorder training, an annual summit, and monthly clinical supervision.

Applicants will also have experience in leading or coordinating research activities related to gambling disorder. IDHS/SUPR is interested in funding an organization with a history of coordinating and managing a statewide gambling disorder training system.

Recovery Oriented System of Care Council

IDHS/SUPR has released a competitive NoFO for Recovery Oriented Systems of Care (ROSC) Councils statewide. These grants aim to reduce stigma, improve access to harm reduction services and medication-assisted recovery, enhance service delivery, prioritize equity, and drive system-wide changes that support individuals in recovery.

ROSC Councils are local collaborations designed to improve community support for individuals on their recovery journey. The funding will empower councils to foster collaboration among service providers, enhance resources for those in recovery, and promote recovery principles across Illinois. By addressing community challenges, ROSC Councils will aim to implement systemic changes that combat stigma and broaden support networks for people in recovery.

IDHS/SUPR anticipates the availability of $6,000,000 to fund up to 45 councils with a funding range between $75,000-$150,000. The deadline to apply is April 17, 2025. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements. Statewide Deflection Initiative

IDHS/SUPR has released a competitive NoFO for Deflection statewide. IDHS/SUPR is interested in increasing the capacity of the deflection initiative across the state by involving local, county, and state law enforcement agencies to address the persistent concern of substance use and misuse challenges in communities.

This funding opportunity is seeking an organization that can provide ongoing technical assistance and support to existing deflection sites to increase their capacity for referrals and service, as well as develop other sites to enhance the Statewide Initiative for Deflection. Deflection programs offer immediate pathways to substance use treatment, recovery, and other services as an alternative to entering the criminal legal system.

Substance Use Training and Technical Assistance

IDHS/SUPR has released a competitive NoFO for a Substance Use Training and Technical Assistance Center (SATAC). This funding opportunity is for an organization to establish a robust training program, to deliver essential technical assistance, and to create comprehensive information and resource platforms. The SATAC's initiatives are designed to significantly enhance and expand the implementation of evidence-based practices and promising strategies for addressing substance use and co-occurring disorders.
