Meeting Minutes - Approved by Members 02/20/2025

Call to Order/Roll Call

  • Meeting called to order by Cindy Barbera-Brelle at 2:32 pm (via Zoom)
  • Jessica Gimeno motioned for approval of meeting minutes from January 16, 2025, seconded by Jim Hennessey. Motion carried.
  • Members present and voted to approve minutes: Jessica Gimeno, Pete Dyer, Justin Houcek, Bobby Van Bebber, Brittany Watson, Blanca Campos, Jim Hennessey, Christina Smith
  • Members present and voted to abstain from approving minutes: Rachael Ahart, Cindy Barbera-Brelle, Drew Hansen

  • Motion to approve minutes from January 16, 2025 passes.

State Updates:

  • Lee Ann Reinert retired last Friday 1/31/25
  • Christina Smith is representing Dr. Albert for this subcommittee now
  • No other State updates today

Total Response/PowerPhone Pilot Updates (Dr. Mary Smith):

  • January 28, 2025: Pilot Kick-off
  • January 29, 2025: Pilot Begins, with 3 PSAPs launching Pilot
  • February 3, 2025: First bi-weekly check-in meeting with Centerstone
  • February 4, 2025: 4th PSAP launched
  • February 5, 2025: 5th PSAP launched
  • February 6, 2025: First bi-weekly check-in meeting with pilot PSAPs
  • February 12, 2025: First bi-weekly meeting with pilot MCRTs
  • February - April 2025: Bi-weekly pilot PSAP meetings with the Crisis Hub to check in on pilot progress and address issues as appropriate); Data Collection and Reporting
  • May 2025: Pilot Evaluation and Review of Findings
  • Questions:
    • Jim Hennessey: Which PSAPs have launched?
      • Mary Smith: Christian/Shelby, Cicero, Coles/Moultrie County, Elgin, and Lee County
    • Jim Hennesey: Any feedback on how the pilots going?
      • Mary Smith: No major issues reported with 4 sites. One issue from Coles-Moultrie that we're problem-solving. 911 was attempting to transfer a call to 988 and 988 didn't really make the connection. They realized they should have made the connection and called 911 back. It's a major issue because 988 should be ready to take the calls, and we're working to make sure that kind of incident doesn't happen again.
    • Jim Hennessey: Clarification on the call to 988, there was no answer?
      • Mary Smith: There was an answer, but the crisis counselor indicated that they weren't taking that type of call. We don't know exactly how that happened, and we've been working with 988 on training issues. We're hoping this was a one-off situation. Again, we are working with Centerstone and DMH to ensure this doesn't happen again.
    • Jim Dyer: For clarification, this is only for PowerPhone PSAPs?
      • Mary Smith: Yes, that's correct.

Priority Dispatch Pilot Updates (Dr. Mary Smith):

  • Workgroup Meeting - January 29th
    • Meeting with PSAP pre-tests and Priority Dispatch contacts
    • Review of Protocols & Definitions
    • Mapping of Protocol Descriptors and Determinant Codes to the IRLM
    • Protocols are quite different between Total Response and Priority Dispatch, so although the pilot process will be the same, the protocols will be different
    • Again, we are not modifying the PD protocols, we are mapping their protocol descriptors and determinant codes, so it's taken us some time to get an understanding to how these map to the IRLM
  • Pre-Test Planning - (February)
    • Pre-Test will last 30 days
    • Have been working with pre-test sites since last Spring
    • Focus is on Protocol Mapping
    • Identifies Calls that Could be Referred to 988, so there won't be any actual referrals
    • Testing Data Reporting
  • Pilot Planning and Preparation (February/March)
    • Finalization of Pilot Site Participants
    • Gathering Information and Assessing Readiness
    • Working on Reporting Detail
    • Convening Meetings with All Pilot Participants to Review Guidance
    • Training of Pilot Participants

APCO Update (Dr. Mary Smith)

  • APCO will be similar process to Total Response protocol modification
  • Continued review of protocols
  • Recommendations for Modifications
  • Meet with Vendor to Modify Protocols
  • Pre-Test Planning - (Late February)
    • Identify Pre-Test Sites
    • Identifies Calls that Could be Referred to 988
    • Testing Data Reporting
  • Pilot Planning and Preparation (March)
    • Finalization of Pilot Site Participants
    • Gathering Information and Assessing Readiness
    • Working on Reporting Detail
    • Convening Meetings with All Pilot Participants to Review Guidance

  • Question:
    • Jessica Gimeno: Can you share the pre-test sites?
      • Cindy: Bloomington PSAP in McClean County, Illinois Valley Regional Dispatch in LaSalle County, West Central Consolidated PSAP in Morgan County and potentially the Northwest Central Dispatch in Arlington Heights
      • Mary: We've been working with them since May (2024) to discuss mapping
    • Jessica Gimeno: Do you know which ones will be included for APCO?
      • Cindy: We don't know yet, there are far fewer that use APCO. We will start to look at that fairly soon.
