  • Call to Order/Introductions
    • Dr. Sharronne Ward (Co-Chair), called the meeting to order at 9:00 AM

    • Introduction of New Staff: Dr. Sharronne Ward introduced Nila Bieronski as the new staff assistant for the CESSA Region 7 meetings.
  • Open Meetings Act
    • Dr. Dave reviewed the Illinois Open Meetings Act.
  • Approval of Minutes
    • Dr. Sharronne Ward (Co-Chair) conducted the roll call, and it was noted that there was not a quorum initially to approve the meeting minutes. However, later in the meeting, a quorum was established, and the following minutes were approved.

  • State Updates - Brenda Hampton UIC HUB
  • OMA requires 7 additional training courses that are currently due.
    • Appointed members of a public Board, Commission or Task Force (collectively, board) are generally required to participate in six training courses.
      • The Open Meetings Act (OMA)
      • Ethics Training for State Employees and Appointees
      • Harassment and Discrimination Prevention Training
      • Security Awareness Training
      • HIPAA and Privacy Training
      • Diversity, Equity, and Inclusion Training
      • LGBTQIA+ Equity and Inclusion
  • PowerPhone Pilot Training Kick Off Start Date - January 29, 2025, ends January 31, 2025. MCRTs In PowerPhone Pilot Training concludes with PSAPs and 988.
    • PSAPs with MCRTs under Priority Dispatch and APCO Pilot Training conclude February 28, 2025.
    • KenCom has withdrawn their participation in the Pilot which affects RAC7. As a result, RAC7 will not be participating in the Pilot. Brenda Hampton will investigate Chief Mitchell Davis's inquiry about replacement options with the state. Data analysis is needed to confirm the program's feasibility, which may delay implementation until June 2025 or later. The state expects full PSAP and MCRT compatibility and compliance before starting the rollout. Brenda will explore and report back.
    • All state Pilots are expected to be fully functional by the end of June 2025, with an estimated 22 PSAPs and 19 MCRTs. ECOM and SouthCom dispatch centers will consolidate to support 12 - 13 municipalities. No meeting with APCO or Priority Dispatch due to PSAP administrator unavailability until February 2025.
    • Alyssa Marrero mentioned the benefits of extensive preparation training courses prior to the implementation and operation with the trainers. Chief Davis mentioned how proper program implementation would enhance resource allocation supporting 911 and 988 calls.
    • Brenda Hampton discussed how data collection and analysis would be integral in measuring effectiveness via the transparent flow of command, control, communication, and coordination between 911, 988, MCRTs and PSAPs. Priority Dispatch and APCO are not ready for implementation, their protocols are different from PowerPhone. Pilot testing is scheduled for the end of March 2025.

  • Pilot Guidance Doc 3.0A Third Party Callers
    • Brenda Hampton discussed the roles of 911 Telecommunicators, ILRM's decision process, and 988 assessments for warm transfers. Cornerstone (988) handles crisis counseling and data collection, coordinating with 911 for further action. Third-party callers include families, friends, witnesses, and observers. ILRM (level 1 only) requires data collection, excluding violent or harmful calls, which are exempt for 988. Chief Mitchell Davis expressed concerns about the MCRT's 60-minute response time advocating for faster responses in dense areas.

  • Subregional Planning 
    • The RAC supports the creation of a subregional committee and has identified a potential leader for RAC 7. The estimated start date for the subregional committee is March 2025.

  • Availability of MCRT Services in region 7
    • RAC members expressed concern that there is a lack of available MCRT partners in the region noting only GPS as visible and responding. Brenda Hampton from the UIC Crisis Hub reports that there are in fact several organizations, available with whom she holds monthly meetings assigned to the area: including Grand Prairie Services, National Youth Advocacy Program, Trinity, Iroquois, Metropolitan Family Services, and Associated Individual Development (AID), to ensure continuous communication and operations.

RAC Communications (breakout group discussion) - time did not allow time to action questions.

  • Dr. Ward presented an option for an RAC 7 in-person meeting. She informed the members that a poll will be distributed to gather their feedback. Additionally, a questionnaire comprising four questions will be distributed to the members of RAC 7 as detailed below for your responses:
    • SAC Regional / Subregional Goal #3: Stakeholder groups understand the purpose of CESSA, what crisis response services will be available, and how to access them.
      • What are the strategies for this goal in FY 2025?
      • What are the reasonable metrics to measure this goal?
      • What are ways to understand if we are making progress?
      • What can your RAC membership and Subregional Committee(s)
