  • Call to Order/Introductions
  • Call meeting to order by Anne Tyree @ 12:05p
  • Attendees: Erin Cordon, Jessica Atassi, Judy McNutt, Renee Zoll, Kimberly Conway, Amos Abbott, Stacey Arenas, Mike Egbert, Greg Houseworth

  • Approval of Minutes
    • November minutes approved, motion by Amos Abbott, 2nd by Renee Zoll, All in favor
  • Meeting Logistics/ Open Meetings Act Reminder
    • Copy of minutes and recording will be provided to IDHS/DMH
    • Minutes will be posted on DMH open meetings page.
    • We will give the public 3-5 minutes for comments.
    • Public will be able to raise their hand via zoom during public comment section to provide input.
  • State Updates
    • Pilot updates: Modifications to Illinois total response protocols are complete, pre-test is completed, protocol recommendations from pre-test have been approved by PSTSC, and pilot-test preparation including training is complete. Next up is Pilot test of protocols changes and dispatch referrals and evaluations of pilots. Salem PD is a pilot.
    • Powerphone pilot -starts at the end of January 2025. Installing protocol modifications/changes into the pilots PSAPs. Core trainings completed by pilot PSAPs, 988, and MCRTs.
    • Priority Dispatch-held follow-up meeting to further clarify questions with their protocol framework. Will hold another meeting to finalize protocol changes and IRLM mapping in Dec/Jan. Pre-testing expected to begin no later than Jan/Feb 2025. Pilots start shortly after.
    • APCO-continue to review and finalize recommendations for protocols. Protocols that have been updated, mental health, public disturbance, welfare check, suspicious person, abandoned person, and suicidal attempt (new)
    • Subregional planning-SRC target rollout is end of March 2025. RACs to get status updates on SRC developments.
    • Anne went over the RAC 5 PSAPs and Vendors, asked if anyone had contacts at ones she needed. If they did could they share with her.
    • RAC communications-What are our goals for FY 2025? Find ways to understand if we are making progress.
    • CESSA-priority dispatch/APCO PSAP pilot sites/ MCRTs -went over the recommended sites list. Evaluation of the pilots and collect key data. Initially data will be submitted on bi-weekly basis. There will also be meetings to go over the data. Went over the next steps for the pilot readiness schedule.
    • Pilot guidance 3rd party callers: There is a process for TC to 988. Then the process for 988 to MCRT. Also, a process if MCRT accepts a 3rd party call.
  • Next steps
    • RAC #5 meetings will be moved to the 2nd Thursday of the month. Invites will be sent out.
