Purpose:

This information Bulletin is to notify individuals, families/guardians, and Independent Service Coordination (ISC) agencies that the Hold category and associated Hold policy is ending.

Background:

When individuals on the PUNS database are selected for services, the individual/guardian and ISC Agency are notified of the PUNS selection and advised to contact the other to begin the process of verifying eligibility and pursuing Community-Based Services. If selected individuals were not immediately interested in pursuing services, they could by placed on Hold. Those in the Hold category would not receive continued placement services, but contact would be required every 6 months. If an individual remained on Hold for a period of 2 years, the individual's selection letter would be forfeited. If the individual thereafter wished to pursue services, they would be required to re-enroll on PUNS and reaccumulate time waiting to be selected again.

Ending the Hold category:

Information Bulletin DD.24.013 "PUNS Adult Selection and Letter Use", communicated that:

  1. Selection letters do not expire, except in situations outlined in the IB.
  2. After being selected, updating a PUNS record to Planning or closing a PUNS record does not impact the selected individual's ability to enter services.

Due to these clarifications, the Hold category is no longer necessary, and individuals should no longer be put in jeopardy of having a selection letter voided by an expired Hold.

If a selected individual is in a situation previously deemed appropriate for the Hold category, this individual may move to the Planning category or close their PUNS record and still use their selection at a later date. Hold Forms will no longer be accepted.

Individuals Currently on Hold:

Those individuals currently on Hold will not be at risk of an Expired Hold. ISCs will reach out to all individuals on Hold to obtain an updated status. Their Hold designation will be removed and replaced with the most appropriate status, Planning/Seeking, based on ISC outreach.

Individuals with Previously Expired Holds:

Those with expired Holds will be immediately eligible for selection. Their time waiting will not be reset or start over because of the previous expired Hold.
