CESSA Training and Education Subcommittee - January 14, 2025, 10:30 am - 12:00 pm
Meeting Minutes - Approved by Members 02/11/2025
The meeting was called to order by Tanya Cooley at 10:33 a.m., who reviewed the OMA procedures, meeting logistics, and agenda.
Roll Call and Motion to approve minutes (Tanya Cooley):
- No quorum so unable to approve minutes.

Old Business: Pilot Training Updates (Dr. Terry Solomon):
- As of January 8, 2025, 1,237 people have completed the training for the pilots.
- Six individuals have requested and received exemptions.
- There's been a significant increase in number of participants that have completed trainings between December 4, 2024 and January 8, 2025
- These numbers are unduplicated.
- No subcommittee members had comments or questions.
New Business (Dr. Terry Solomon):
Mid-year CESSA Training Overview
- Six trainings occurred in the first half of fiscal year 2025 (July 1, 2024 - December 16, 2025) with a total of 253 attendees.
- Attendees recommended other topics to be covered in future trainings. The Behavioral Health Crisis Hub will keep these topics in mind as they develop future optional and additional best practice trainings.
- No subcommittee members had comments or questions.
911 De-escalation Training Feedback
- Based on feedback from several PSAPs, the de-escalation module in the 911 PSAP Mental Health Course is being revised to provide more information on verbal de-escalation.
- We had a conversation with Jennifer Woolridge, Deputy Director of Operations/State CIT Coordinator, and one of the CIT trainers to learn more about verbal de-escalation courses they offer and content in the CIT course. We will work with them to develop additional course content.
- The existing de-escalation course is optional. A replacement course will be available by January 31st. The replacement course will be mandatory for all pilot sites.
- Sites will have 30 days to complete the new, revised de-escalation course if they have not completed the existing one or met the qualifications for exemption from the course.
- An agency may request an exemption from specific courses for all its staff that have taken comparable training. The 8-hour CIT course is an example of a course that would qualify for an exemption for the de-escalation training.
