Interim Process for 19 Year Olds Aging Out of All Kids in IES Phase 2
Federal regulations require that a redetermination of eligibility under another medical program must be completed before a person is deleted from an All Kids case due to reaching age 19.
19 Year Old is Included in Tax Unit of Head of Household
Post phase 2, when IES data shows that a person who will turn age 19 is included in the same tax filer unit as the head of household, or is married to the head of household, IES will automatically rerun eligibility for the 19 year old based on existing case information.
- Example: Mr. Big receives ACA Adult benefits for himself and All Kids Assist for his son, Joe, who will turn age 19. IES data shows that Mr. Big claims Joe as a tax dependent and that countable income for Joe is under the ACA Adult income limit (138% of the FPL). IES will determine that Joe remains eligible for benefits under the ACA Adult program.
19 Year Old Not Included in Tax Unit of Head of Household
When a child who is aging out of an All Kids case is not part of the IES head of household's tax filer unit and is not married to the head of household, the system sees the 19 year old as an adult who must apply on his own behalf (see PM 02-04-03). In this situation, the 19 year old should receive a REDE notice that lets them know that they will no longer qualify for All Kids and may complete a REDE to determine their continued eligibility under a different program.
However, IES will not begin to automatically generate the REDE notice for the 19 year old in this situation until after Phase 2 is implemented. For this reason, an interim process will be used to send REDE notices to 19 year olds who are not identified as part of the head of household's tax filer.
More information about this process will be provided prior to Phase 2 conversion.
Legacy/CDB process
Child is not pregnant or disabled (i.e., no EDD in Item 60 or disability income in Item 90):
- (System) Sends Form 3766 to the child the month before they reach age 19.
- (System) Case appears on PAL as code A, Nineteen Year Old, the month the child reaches age 19, with the message 19 Year Old Aging Out - Form 3766 Sent.
- (FCRC) If Form 3766 is returned by the date requested on the form, must review eligibility for the child under all medical programs and take action before the central deletion takes place.
- (FCRC) If the child remains eligible for medical benefits under any program, delete the child from the case using TA 34/TAR 43.
- Set up a new case for the child. Copy the original application from the previous case and put it in the newly opened case record.
- Send Notice of Change in Your Medical Benefits (Form 2434F) to the child.
- If the child has been receiving cash benefits as part of a TANF family, suppress Form 157C. Complete a locally generated Form 157 to notify the family of the decrease in cash benefits.
- (FCRC) If Form 3766 is returned and the child is ineligible under all medical programs, delete the child from the case using TA 34/TAR 04 effective the month after they reach age 19.
- (System) If the worker does not take action to delete the child by schedule cut-off for the month after the child reaches age 19, deletes the child using TA 36/TAR 04.
Example 1: Ms. I receives Assist for her 2 children. Her oldest child, Isabella, will be 19 on 11/28/02. Isabella does not have an EDD in Item 60 or disability income coded in Item 90 and is not a minor parent.
Form 3766 is mailed to Ms. I in 10/02 and her case appears on the PAL for 11/02. The family does not return Form 3766. Delete Isabella from Ms. I's case effective 12/02 using TAR 34/TAR 04.
Example 2: Ms. J receives Assist for her 2 children. Her oldest child, Jasmine, will be 19 on 12/03/02. Jasmine does not have an EDD in Item 60 or disability income coded in Item 90 and is not a minor parent.
Form 3766 is mailed to Ms. J in 11/02 and her case appears on the PAL for 12/02. The family returns Form 3766 with proof that Jasmine is pregnant. Delete Jasmine from Ms. J's case effective 01/02 using TA 34/TAR 43 and set up a 94 case in Jasmine's name. Copy the application from Ms. J's case record and put it in Jasmine's new case record. Jasmine may file a request for cash if she has insufficient income.
Child is pregnant, disabled, or a minor parent (i.e., EDD in Item 60 or disability income in Item 90 or code 6 in Item 69):
NOTE: A central REDE form is not issued and the child is not centrally deleted.
- (System) Case appears on PAL as code A, Nineteen Year Old, the month the child reaches age 19, with the message 19 Year Old Aging Out has EDD, or Disability Income, or is Minor Parent - Review Eligibility.
- (FCRC) Before contacting the family, review the case record to determine if ongoing eligibility can be determined from the case record without contacting the family.
- (FCRC) If ongoing eligibility can be determined, delete the child from the current case using TA 34/TAR 43. If they are a minor parent, also delete their child(ren). If there are no other children in the case, do not delete them. Do a change of payee for the case instead.
- Set up a new case for the deleted child(ren). Copy the original application from the previous case and put it in the newly opened case record.
- Send Form 2434F to the child.
- If the child has been receiving cash benefits as part of a TANF family, suppress Form 157C. Complete a locally generated Form 157 to notify the family of the decrease in cash benefits. For minor parents, set up a separate cash case if the 19 year-old files an application or do a change of grantee if there are no other children.
- (FCRC) If ongoing eligibility cannot be determined without contacting the family, send the child Form 3766.
- If Form 3766 is returned by the date requested on the form and the child is eligible under any medical program, delete the child from the current case using TA 34/TAR 43. If they are a minor parent, also delete their child(ren). If there are no other children, do a change of payee instead of deleting them.
- Set up a new case for the deleted child(ren). Copy the original application from the previous case and put it in the newly opened case record.
- Send Form 2434F to the child.
- If the child has been receiving cash benefits as part of a TANF family, suppress Form 157C. Complete a locally generated Form 157 to notify the family of the decrease in the cash benefits. For a minor parent, set up a separate cash case if the 19 year-old files an application or do a change of grantee if there are no other children.
- If Form 3766 is returned and the child is not eligible under any medical program, delete them from the case using TA 34/TAR 04 effective the month after the child reaches age 19.
- (System) For TANF, if the child is still in the TANF case at schedule cut-off for the month after the child reaches age 19, changes the child to medical only using TA 32/TAR 57. The child is not centrally deleted for medical benefits from either a TANF or a Medical Only case.
- (FCRC) Take appropriate case action as described above.
Example 1: Ms. K receives TANF for herself and her 3 children. Her oldest child, Karen, turns 19 on 11/05/02. Karen has an EDD in Item 60. Ms. K's case appears on the 11/02 PAL. In 11/02, the worker reviews the case and sees that Karen has an EDD in Item 60. Delete Karen from her mother's case effective 01/03 and set her up in her own 94 case without contacting the family or requiring a new application. Send Form 2905 and inform Karen she is eligible for cash as a pregnant woman if she requests it.
Example 2: Ms. L receives Assist for her 2 children. Her oldest child, Lawrence, turns age 19 on 09/30/02. Code 691 appears in Item 90 with Lawrence's RIN. Ms. L's case appears on the 09/02 PAL.
In 09/02, the worker reviews the case and sees that Lawrence has disability income coded in Item 90. Delete Lawrence from his mother's case effective 10/02 and set him up in his own AABD Medical case without contacting the family or requiring a new application.
