new textUnder IES Phase 2, PAL Code B (TANF) will be replaced by a batch action trigger. The case will run through the batch eligibility process, and take an action based on whether the 18 year old is listed as a full time student.

new textFor Medical, an 18 year old is not considered a 'dependent child' for purposes of determining FamilyCare eligibility (see PM 03-05-01). If the 18 year old is the youngest child, the parent or caretaker relative will be moved from FamilyCare to the ACA Adult program (see WAG 19-08-00).

new textLegacy System (CDB)

Code B on the PAL identifies a case with a child in the unit who will reach 18 years of age the month of the PAL. Verify whether the 18-year-old is a full-time student in high school or in an equivalent vocational or technical training program. If the child meets the school requirement, enter code 5 in Item 73. If the child does not meet the school requirement, enter code B in Item 73.

If the child does not meet the school requirement and there is another child in the unit, use TA 31/TAR 91 to change Item 78 for the 18-year-old from a dash to a 3.

If the child does not meet the school requirement and there is no other child in the unit, or the case becomes ineligible for TANF due to the payment level reduction caused by the child's deletion, SWAP the case to Assist. Send Form 157 to advise of the discontinuance of TANF.

If the child does not meet the school requirement and they have a child of their own in the case, have the 18 year-old sign a mail-in application. Copy needed verifications from the current case. Delete both the 18-year-old and their child and set up a separate case for them for the same month. If the minor parent does not file an application, set up a new Assist case with the copies of documents from the current case. If the minor parent and their child(ren) are the only eligible children, do a change of grantee for the current case.

Central Actions

(System) When a child does not have code 5 in Item 73 at cut-off for the month after the child's 18th birthday:

  1. (System) Changes Item 78 for the child from a dash to a 3 with TA 32/TAR 91.
  2. (System) Sends Form 157C to advise the unit of the decrease in cash benefits due to the 18-year-old's ineligibility for TANF.
  3. (FCRC) Evaluate food stamp changes based on the central action.
  4. (FCRC) If the 18-year-old has a child of their own in the case, delete them both using TA 34/TAR 05. Set them up in a separate Assist case for the same month. If the minor parent and their child(ren) are the only eligible children, do a change of payee for the current case.

No Other Eligible Child(ren) in the Home or Case Ineligible Due to Reduced Payment Level

  1. (System) Places the case in zero grant status F using TA 32/TAR 91.
  2. (System) Sends Form 157C to advise the unit of the discontinuance of cash due to the 18-year-old's ineligibility for TANF.
  3. (FCRC) If the 18-year-old is ineligible, SWAP the case to Family Health Plans. Evaluate food stamp changes.
  4. (FCRC) If the 18 year-old meets the school requirement, change Item 73 for the child to 5, change Item 78 to a dash (-), and remove the case from zero grant using TA 31/TAR 34 and a 4-digit date in Item 2.
