GA - Employment Barrier Reduction Fund (26-444-80-0689-01)

Program Description:

A. The general purpose of the funding is to support low-income individuals in overcoming financial and logistical obstacles to employment. The program provides funding to community-based organizations (CBOs) that offer services to individuals receiving SNAP, TANF, and Medicaid, helping them access essential resources to enter and sustain employment.

This program uses an intermediary model of service delivery in order to serve the entire state through sub-grantees. Agreements should be in place with all sub-grantees working with the grantee and sub-grantee performance must conform to all program rules and guidelines as outlined in the program manual. Agreements with sub-grantees are subject to review and approval by the Department.

To be eligible to apply, all current grantees must be registered in the Illinois GATA Grantee Portal, meet the Pre-Qualification Process, and complete the FY26 Internal Control Questionnaire (in the GATA Grantee Portal). See Grant Application Information and Instructions webpage for more detail.

At the time of application, all Bureau grantees must submit for each grant program the following documents:

The completed documents are to be emailed by May 22, 2025 at 11:59 PM CST to the Bureau email address DHS.ETNOFO@Illinois.gov with the subject line stating:

  • Last 4 digits of CSFA #0689-01
  • Provider Organization Name

For Example: 0689-01 ABC Agency

The Office of Workforce Development reserves the right to request additional information from the applicant to assist in FY26 funding and programmatic decisions.
