Call to Order/Introductions

  • Emily Legner called the meeting to order at 8:30 am.
  • Member Attendees: Kristen Chiaro, John Simon, Sara Rolando, Jessica Douglas, Chris Mueller, Mark Schmitz,
  • State representatives: Jessica Atassi, Brenda Hampton

Open Meetings Act

  • Open Meetings Act site at the Office of the Illinois Attorney General
  • Meetings are recorded. You may choose to turn off your camera.
  • Minutes will be posted at the Illinois Department of Human Services Division of Mental Health on the Open Meetings page.
  • Minutes will be posted after they have been approved at the following RAC meeting.
  • Please remain on mute during the meeting unless you want to have discussion. If you would like to speak, please raise your hand to get the presenters attention.
  • Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.

Approval of Minutes

  • September meeting minutes approved

State Updates

  • Geo routing by county
    • Vibrant and the FCC/Vibrant is the National overseer for 988 and the FCC has now allowed Georouting by county. Is it similar to 911 that uses geolocation which allows identification of where the individual physically is.
    • The physical location of the person is connected to the location of their 988 center.
    • It does not work well for Cook County; reviewed related issues.

RAC Mandatory Trainings

  • Discussed issues with emails received regarding activation; no one present had unresolved issues with accessing trainings. Some emails were ending up in people's Spam boxes and the Firewall was catching them.
  • Jessica placed her email in chat in case there were any additional issues.

Pretest and Pilot Updates

  • Pretests are completed and lasted 45 days. The Hub was meeting with the three pretest sites every week to discuss problems encountered.
  • We will be getting a full report on that data, findings, and recommendations.

Core Trainings

  • Several Core trainings that have to be completed by the pilot sites.
  • 988 outlined 7 trainings, De-escalation was added. Annotations are added indicating required frequency of trainings.
  • The pilot sites are supposed have them done within 45 days of release.
  • Some pilot trainings were sent out by the UIC Hub at the end of October; therefore an assigned due date of 45 days from that release date was established for RAC #3's pilot agencies. They are self-paced, virtual, on-demand, you can attend the live training when available, but they are also recorded and can be viewed later.
  • A link was sent out to all of the leaders of the pilots with a secure password.
  • A certificate of attendance will be emailed to all people within three weeks.
  • CEUs are available.
  • There will be a weekly report regarding who has completed trainings. It has not been seen yet but they did say they wouldn't necessarily have a tracking system in place yet. It might be delayed.
  • It has been recommended to our pilot sites to save all certificates on their own.
  • Exemptions can be applied for if similar trainings have been attended, but it must be within the last 12 months.

Subregional Committees

  • Reviewed graphic outlining how the Subregional Committees are to be organized.
  • The first Subregional Committee (SRC) will most likely be in Christian County.
  • We are responsible for developing these SRCs, identifying members, what communities we should start in first, utilizing a phased approach. These will report to the RACs.
  • There are going to be several in every RAC. The SRCs are responsible for ensuring that the alternative dispatch decisions from the protocols are followed and determine what makes sense in each community. SRCs will make decisions that are in accordance with the risk level matrix.
  • Membership of all SRCs, at a minimum, shall include:
    • Representatives of the 9-1-1 PSAPs
    • Representatives of the EMS Medical Directors Committee, as constituted under the Emergency Medical Services (EMS) Systems Act, or other similar committee serving the medical needs of the jurisdiction
    • Representatives of law enforcement officials with jurisdiction in the Emergency Medical Services (EMS) Regions
    • Representatives of both the EMS providers and the unions representing EMS or emergency mental and behavioral health responders, or both; and
    • Advocates from the mental health, behavioral health, intellectual disability, and developmental disability communities
  • The chair for these is going to be the 911 administrator.
  • Kim Curl is aware that in Christian County she will need to step up and be chair of our Sub-regional committee when we officially get going. Then a chair will be selected by the sub committee members.
  • These groups do not have to comply with OMA compliance. (Jessica Smith). They do not need to post agendas or take minutes. The RAC's may convene these groups by majority vote.
  • The UIC Hub will provide guidelines for developing SRCs. SRCs must submit a monthly report.
  • Learning Collaboratives will be held for each vendor, and do not have to follow OMA.

Summit - Christian County November 18th 2024

  • Summit was held Monday in Christian County to educate Christian, Montgomery, and Shelby County champions regarding CESSA goals and objectives, the upcoming pilot's goals and objectives, and how this will impact their communities.
  • Discussed how/why Montgomery and Shelby Counties are pulled into the pilot in Christian County related to 911 and MCR coverage areas.
  • SAC voted to allow 988 to de-escalate calls when appropriate during pilot process, rather than automatically transferring to MCR.

  • Chris Mueller asked what stage Priority Dispatch is in regarding the Pilot process.
  • Brenda Hampton responded they are working aggressively to finalize protocol changes.
