  • Call to Order
    • Meeting called to order at 10:01 by Co-Chair, Julie Brugger
  • Members Present:
    • Jane Nesbit, Kelly Ann Jefferson, Charles Kelley, John Nowak, Steven Johnson, Joseph Harper, Brittany Pinnon-Becker, Randy Randolph
    • All listed above attended via Zoom.
    • Cindy Wagner attended by phone.
  • All present approved November 19, 2024 minutes. Quorum was not met.
  • Members Absent:
    • Breona Hawkins, Deborah Humphrey, JoAnn Russell-Baum, Megan Black, Layla Simons, Dave Fellows, Emily Hejna, Erin Hazen, James Hengehold
  • State Updates Brenda Hampton
    • PowerPhone Pilot is going to start around the end of January.
    • Priority Dispatch and APCO will start shortly thereafter as well.
    • If there are any PSAP's that are Priority Dispatch or APCO in CESSA RAC 4 region, contact us so those can be included for the Statewide PSAP Administrator to review. The goal is to have all of the Pre-test across vendor types, PowerPhone, Priority Dispatch and APCO completed by the end of June. Pilots will be running for three months, and the Pre-test will be between 35 and 45 days. January is going to be an aggressive month. Lastly, Mobile Crisis Response Teams are all set up for their trainings.
  • Updates to information on Subregional Committees
    • The committees are convened and not appointed. They do not need to comply with the Open Meetings Act. Members of the committees will not have to take the mandatory state trainings. Subregional Committees must be convened by Regional Advisory Committee majority vote. These meetings do not have to be recorded, and no Quorum is needed. The discussions will cover what is learned from the Pre-tests and Pilots.
  • Subregional Committee: New Material
    • CESSA amendment language
    • Updated Monthly Report Template
    • Updated list of PSAP'S and vendor types
  • These materials will be provided the Subregional Committee and anyone on the Regional Advisory Committee
  • SRC's can work on the following:
    • Discuss coverage areas of the PSAP and confirm partnership with law enforcement, EMS, fire, and mobile crisis response teams within the coverage area.
    • Host a summit or town hall to bring together stakeholders and raise community awareness about CESSA.
    • Review the Landscape Analysis Survey, and update if additional resources have become available within the PSAP's coverage area and add the resources from the Landscape Analysis to the PSAP's EMS Dispatch system.
    • Visit each other's systems, including touring or shadowing at a PSAP, 988 call center, and/or MCRT ride-along.
    • Develop a plan to monitor implementation to identify issues for problem solving, recognizing those needs that need to be escalated to this meeting and to the protocol and standards subcommittee.
  • Recommendations SRC'S can make to the RAC's
    • Results that are gathered through their experiences in implementing the change protocols, such as possibly workflow processes, and dispatch decisions.
  • Pre-test and Pilot Updates: Priority Dispatch and APCO
    • Priority Dispatch
      • There was a follow-up meeting with Priority Dispatch to further clarify questions with their protocol framework
      • Follow up meetings will be held to finalize the Priority Dispatch protocols and changes and IRLM mapping in December/January
      • Identification of Pre-test and Pilot Sites
      • Pre-test expected to begin no later than January/February 2025
      • Pilots to begin shortly thereafter. Some of the sites that have been identified for pilots in terms of Priority Dispatch include the Illinois Regional Valley, the Bloomington PD, and the Sangamon County 911.
  • APCO
    • Continued review and finalization of recommendations for modifying protocols
    • Pre-tests expected to begin in February followed by 3-month Pilots
  • Finalizing our plan for the Pilot
    • Contacting Madison County ESTB
  • Next Steps
    • A list of the updated PSAP's will be sent the RAC.
    • Information to be sent to Brenda Hampton with the State regarding MedStar being interested in a Pre-test and/or Pilot.
    • Obtain more information from Chief Johnson regarding perhaps MECOM participation.
    • Reaching out to Clinton County to see if they have interest in participating.
