  • Welcome
    • Lori Carnahan opens the meeting at 2:03pm.
  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • The group was informed that the meeting was being recorded.
  • Approval of the Minutes from previous meeting
    • We have minutes to approve from October. We did not have a quorum, so minutes will be approved at the next meeting.
  • State Updates
    • Reminder that RAC members need to complete the mandatory trainings by the end of the year. https://OneNet.Illinois.gov/MyTraining
      • Brenda will confirm that members don't need to send in certificates to prove completion and that this is currently being tracked by the Hub.
    • During a SAC meeting last week, it was voted to change protocol so that 988 would be used as a de-escalation tool and any crisis they can't resolve would be sent to mobile crisis or 911 for emergency dispatch, depending on the needs of the caller. This is a change from the original protocol of an automatic dispatch from 988 without the option to handle the call over the phone if clinically appropriate.
    • Pilot training requirements for mobile crisis and Centerstone will be posted by the end of business day tomorrow, except for one which will be posted later in December. All staff involved in the trainings need to have those completed by January 31st.
  • RAC Membership updates
    • Dr. Steve Graham will be joining in January as chair of RAC 8. He is the EMS director at Central DuPage Hospital.
  • Pre-Test and Pilot Updates
    • Pre-Test has been completed
    • Recommendations are going to Standards and Protocols committee. Those will be shared with us at a later date and will help inform the pilots.
    • Pilot will start in January
  • Subregional Planning Committees (SRCs)
    • Clarifications
      • Committees are convened and not appointed
      • Committees do NOT have to follow Open Meetings Act
      • Vote will be taken to finalize subregional committees in December
    • Subregional Committees (SRCs) are responsible for:
      • Ensuring that changes in protocol vendor scripts result in alternative dispatch decisions where possible.
      • Ensuring that other CESSA policies are implemented with consideration for local communities' realities.
      • Leveraging communities' strengths, assets, and limitations in response variability.
        • For example, in accordance with the Interim Risk Level Matrix, an SRC can coordinate dispatch decisions based on local resources.
        • Response adjustments will rely on data provided from the Landscape Analysis and the Mobile Crisis Response Team Response Time study.
    • Roles
      • SRC Chair is a PSAP Administrator (recommended)
      • Co-Chair selected by the SRC
    • Formation Recommendation
      • Develop 3 regional subcommittees organized by PSAP vendor
        • PowerPhone
        • Priority Dispatch
        • Independent
      • PowerPhone Regional Subcommittee to begin first
      • Others to follow in the coming months when ready
      • Lori shared the representatives that have been recommended so far.
        • Elaine Phillips at Thrive Counseling should be under Priority Dispatch
        • Riverside, North Riverside, and Brookfield Police Departments need to go under PowerPhone
        • Sarah Wiemeyer has additions for Priority Dispatch subregional committee and will send contact info to Lori.
        • Jim Moldenhauer is willing to chair PowerPhone subregional committee.
        • Corinne Swiatek also has some more recommendations that she will send. She is willing to chair Priority Dispatch subregional committee.
        • We will update these lists and send them out to the group to review. Once lists are finalized, we will reach out to these individuals to see if they are interested.
    • Membership of all SRCs, at a minimum, shall include:
      • Representatives of the 9-1-1 PSAPs
      • Representatives of the EMS Medical Directors Committee, as constituted under the Emergency Medical Services (EMS) Systems Act, or other similar committee serving the medical needs of the jurisdiction
      • Representative of law enforcement officials with jurisdiction in the Emergency Medical Services (EMS) Regions
      • Representatives of both the EMS providers and the unions representing EMS or emergency mental and behavioral health responders, or both; and
      • Advocates from the mental health, behavioral health, intellectual disability, and developmental disability communities
    • Timing and Next Steps
      • November 2024: RACs begin process of identifying PSAPs/communities who may benefit from the creation of subregional committees
        • The Hub provides technical resources for RACs and SRCs, including implementation guidelines
      • December 2024:
        • Vote on SCR's and SRCs may begin convening after following basic steps
    • Questions from Committee
      • Jim asked about a meeting with PowerPhone that was cancelled earlier this month. Brenda confirmed that they are working the details out and it will be rescheduled.
  • January Summit
    • We will discuss this during our next meeting.
  • Next Meeting Date: Thursday, December 19
    • Is the group still able to meet?
      • The committee agreed that they could still meet, so we will proceed with the scheduled time.
