PM 18-02-01-a: Financial Help for Clients When They Find a Job

We want applicants who get a job prior to the approval of their SWAP request to have the support they need to accept and keep the job. This is especially true if:

  • the job will make them financially ineligible for cash assistance or
  • the client wants to take the job and withdraw their application for cash assistance.

Most people would rather work than receive cash assistance. Community partners will help Assist and Moms and Babies clients when they find a job and the job will make them financially ineligible or the applicant does not want to receive TANF. The community partner designated for your office can provide employment expenses to pay for critical things needed to accept or continue employment.

Identify Assist and Moms and Babies clients who need employment expenses to begin or maintain employment. If the job will not cause the client to be financially ineligible for cash, discuss with the client their option of withdrawing their request for cash assistance. Many clients may be willing to withdraw their request if they know they can receive money they need to accept a job. Inform the client that their medical assistance and SNAP benefits will continue even if they choose to withdraw their request for cash assistance and that they will be required to cooperate with child support enforcement.

Refer a client who needs employment expenses to begin or maintain a job to the community partner. Make a referral when:

  • accepting or maintaining the job makes the family ineligible for cash assistance, or
  • the client wants to take the job and withdraw the request for cash.

Do not refer a client to the community partner if the family is eligible for cash and the client is not withdrawing their request for cash.
