Purpose:
This information Bulletin (IB) replaces DD.15.057, DD.14.040, and DD.17.002. Dignity in Pay Public Act 103-1060 provides for an increase in the Personal Needs Allowance (PNA) for individuals residing in Community Integrated Living Arrangement (CILA) settings (24-hour, Host Family, and Intermittent CILA).
Public Act 100-0023 remains the guide for the PNA for individuals residing in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/ID) licensed under the Intellectual Disabilities/Developmental Disabilities Community Care Act. The PNA for individuals at Community Living Facilities (67D, 67E and 67O) also remain at $30 per month, and individuals at Child Care Institutions (19D) and Children's Group Homes (17D) receive $30 per month.
This Information Bulletin is issued to inform providers and other interested parties of the CILA PNA increase and the State's implementation activities.
Background:
Prior to the passage of the Dignity in Pay (HB 793), individuals residing in CILA and ICF/ID received $60 per month for their PNA. With the passage of this Act, the PNA for individuals living in CILA (24-hour, Host Family and Intermittent CILA) is increased to $100 per month effective on January 1, 2025.
Process:
Beginning January 1, 2025, providers should begin to ensure individuals living in 24 hour, Intermittent, and Host Family CILA are receiving $100 per month in PNA. Individuals in ICF/IDs will still receive $60 per month. The information bulletins, Host Family (DD.25.004) and Intermittent CILA (ICILA) Services and Supports Clarification of Program Scope and Billing (DD.25.005), have been updated to reflect this increase. The PNA for individuals at Community Living Facilities (67D, 67E and 67O) remain unchanged at $30 per month, and individuals at Child Care Institutions (19D) and Children's Group Homes (17D) receive $30 per month.

Effective Date
The increase to $100 per month for individuals living in CILA is effective for dates of service on or after January 1, 2025.
