Call to Order/Roll Call:

  • Meeting called to order by Cindy Barbera-Brelle at 2:33 pm (via Zoom)

State Updates: No updates.

Update on Work with Protocol Vendors (Cindy Barbera-Brelle):

PowerPhone

  • We held a pre-meeting educational session with new members of the Ad Hoc workgroup to review what the process was up to this point
  • The Ad Hoc workgroup will review all the protocols that we originally selected
    • The workgroup will meet Mon Dec 16 from 2-4 pm
  • Recommendations from the workgroup will be brought back to this committee for review and approval
  • Training information was sent out several weeks ago to pilot sites and they should be taking part in that training currently.
    • The original deadline was 60 days, but we extended the training deadline to Jan 31, 2025.
  • PowerPhone will contact pilot sites to schedule updates to their software and installation of reports. Objective is to have them completed by Jan 17, 2025.
  • Question in chat from Stacie Kemp: Was that training deadline extension already communicated?
    • Response in chat from Sarah Ferguson: Stacie, yes, Brenda Hampton emailed the pilot sites on Nov 21 with the new deadline
  • Question from Blanca Campos: Who are the Ad Hoc Workgroup members? I want to make sure it comes from the people who are doing this work so that I can feel confident in my vote.
    • Response from Mary Smith: Many times we have talked about the PowerPhone workgroup that's been reporting back to PSTSC. The workgroup consists of the three PSAP administrators who participated in the pre-test (Dolores Temes, MJ Martin, and Shelley Dallas), as well as people with lived experience, clinicians from the BHCH (Lorrie Jones and Brenda Hampton), as well as Cindy Barbera-Brelle, and Mary Smith. During the last subcommittee meeting, we asked if there were any other PSTSC members who would like to be a part of the workgroup. Jessica Gimeno, Rachael Ahart, and Jim Hennessy volunteered and were added. In addition, non-PSTSC members include Jennifer McGowan from NAMI Chicago, Tiffany Burnside-Patton from the City of Chicago, Matt Fishback from the City of Chicago, and Jersey Shabaz from Access Living.
    • Response from Blanca Campos: I didn't hear any direct service providers, so it would be important to include them

Priority Dispatch

  • We may run the Priority Dispatch pre-test alongside the PowerPhone pilot.
  • We are continuing to review the protocols and prepare for convening a Subject Matter Expert Workgroup hopefully in the next month.

APCO

  • We are continuing to review their protocols, which is similar to PowerPhone, so it won't be as heavy as lift.

Other Questions from the Committee

  • Jim Hennessy: There are centers that don't use police protocols. What is the end goal with getting them to transfer to 988 if they don't use law enforcement protocols or they use EMD protocols made by the regions that are then approved by IDPH? So they may not be the protocols edited in these pilots.
    • Cindy Barbara-Brelle: There's only a few independents that are not using any vendors' protocols. Its down to about two or three now. It's lower because a number of independents have felt that its valuable to going with formal protocol instead of continuing to use the hospital protocols. It's my understanding in your system that you kept the questions from the hospital using PowerPhone as the engine to power this with a Will County look. The EMS Act requires that 911 systems dispatching EMS have to be EMD-certified and the PSAP itself also has to be certified by IDPH. There are some holdouts that are moving forward, but ultimately eventually all PSAPs will have EMD protocols. But there is not a requirement for fire or police. There are hurdles we will have to overcome to make sure we meet the requirements of the legislation, and taking advantage of the protocols so we are meeting the intent of the legislation and getting the right resources responded to depending on the situation. I suspect when that Ad Hoc group gets together, that's a question we should bring up at that table.
    • Mary: Some of the LE protocols may have a mental health component to it, that's why we didn't just stop at the EMD protocols. If we don't include law enforcement protocols, I am not sure how we address the goals of CESSA.
