  1. Open Meetings Act
    • These meetings will be subject to the Open Meetings Act.
    • A copy of the agendas and meeting minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
  2. Call to Order/Approval of Minutes
    • Meeting called to order at 9:05am by Stacie Kemp.
    • Jason Holcomb made a motion to approve the 10/16/24 meeting minutes. Deanne Cada seconded the motion. Meeting minutes were approved for 10/16/2024.
  3. Members Present: Stacie Kemp, Heather Butler, Jason Holcomb, Deanna Cada, Nicole Weathersby, Danielle Angileri, Jonathon Larson, Brandon Lieber, Jason Leverton, JoLynn Marcum, Mary Trujillo, Bridgette Maurino, and Brittany Carls. There is one opening for advocate position; we have an individual who has been nominated, and the nomination is being processed.
  4. State Updates:
    • Training for all RAC members is due at the end of the calendar year
    • Design of the pilot
      • Originally was directed that 911 calls transferred to Centerstone be automatically routed to the Mobile Crisis Team. This process received some resistance.
      • Was taken to SAC committee last week for a vote.
      • Change of guidance documents that have been written for the pilot to reflect that 988 will indeed do crisis counseling 1st and should they not be able to resolve that crisis, then it would transfer to Mobile Crisis, who would be expected to respond on-site within 60 minutes.
      • By doing this, it means that the data collection instrument will have to be revised so that it can collect data reflecting that change.
      • This information will be presented at the next SAC meeting and more information will be ready for the next Co-Chairs pilot meeting.
    • Subregional committees are not subject OMA compliance
      • This means that the committees can be formed and do not need to take OMA training or post their meetings. Minutes still need to be taken but do not need to be posted.
    • The protocol and standard meetings with Dr. Smith will be Thursday, November 21st at 2:30pm.
      • Considerable discussion on that there's no mandate currently for law enforcement protocols to be used in 911 centers.
      • Recommendations to relook at the protocols following the pre-test.
      • Meeting next Monday, November 25th in the afternoon to review the protocols before launching the pilots.
    • Start date for pilot is unknown
      • MCRT, 911 and 988 should start their training now.
        • Training courses are posted for these entities
        • MCRT training offered next week, and it is one of the core training courses that they will need to do.
  5. Next Steps:
    • One vacancy - Advocate
    • Begin discussion about SRC (subregional committee) - pilot workgroup has been meeting, which includes PSAP and MCRT members who will be involved in the pilot. Will continue to follow this process.
